BACKGROUND

 

This action will authorize a professional services contract with Westwood Professional Services, Inc. for the study and design of flood management and storm drainage improvements to address flooding issues in the areas of Alpha Road and Peyton Drive and Northwest Highway and Tulane Street. The Northwood Hills drainage system between Spring Valley and Alpha Road along Peyton Drive is currently undersized with 16 residential structures at risk of flooding during heavy rain events. This contract includes a comprehensive drainage study with conceptual design to select a feasible solution to improve flooding in the Alpha Road and Peyton Drive area.

 

The contract will also evaluate flood management and storm drainage improvements to address flooding in the Northwest Highway and Tulane Street area. The Preston Hollow Channel and storm drainage system between Northwest Highway and Walnut Hill Lane along Edgemere Road is currently undersized, resulting in flooding during heavy rain events, impacting residential and multi-family properties. This contract includes a comprehensive drainage study with conceptual design. A feasible solution will be selected from three alternatives to convey the 100-year storm event that incorporates previous models and proposed channel improvements. The three alternatives to improve the drainage system include:

 

1. Develop storm drainage improvements to convey the 100-year storm event and coordinate with University Park to continue the improvements approximately 7,400 linear feet to Turtle Creek.

 

2. Develop storm drainage improvements to convey the 100-year storm event and determine underground storage requirements to limit downstream impacts. Underground detention is assumed to be within Preston Hollow Park.

 

3. Develop storm drainage improvements to convey the 100-year storm event and divert excess flows to Slaughter Branch to the West or Jenkins Branch to the East. Determine the downstream impacts caused by diverting flow.

 

Private property conflicts, right-of-way and easement needs, utility conflicts, and downstream hydraulic impacts are significant potential project risks that will also be evaluated with this contract. The services provided for this project include project management, topographic and boundary surveys, easements, environmental permitting assessment, geotechnical investigation, utility conflict identification, drainage studies including hydrologic and hydraulic stream and storm drain system modeling, development of conceptual design alternatives, development of construction cost estimates, and funding analyses. Development of more detailed design, pre-final and final construction plans and special specifications will be completed by supplemental agreement after a design concept is developed and selected.

 

The consulting firm for this project was selected following a qualifications-based selection process in accordance with City of Dallas Administrative Directive 4-05 procurement guidelines.
