Body
BACKGROUND
The Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant program funds eligible surface transportation projects that have a significant local or regional impact, and advance safety, equity, sustainability, and good job creation. A direct successor to the TIGER and BUILD grant programs, the RAISE program is funded by a combination of appropriations from the Bipartisan Infrastructure Bill and regular annual appropriations from Congress.
The City of Dallas partnered with the Trust for Public Land to submit the Five Mile Creek Trail application, which will fund planning, design, and engineering for 12.9 miles of multi-use paths and trails - Five Mile Creek Trail - that will enhance connectivity throughout the historically underserved neighborhoods in south Oak Cliff, and safely connect residents to jobs, schools, transit, and recreation. This will complete the design and engineering for the remaining portions of Five Mile Creek Trail, creating a shovel-ready project.
In addition to design and engineering for the off-street sections of the trail, the grant will also fund feasibility studies for 3 miles of complete streets improvements along Marsalis Avenue and connecting Paul Quinn College to the southern end of the LOOP trail.
RAISE grants require a minimum of 20% in local matching funds to be provided, with additional funding scoring higher. The Trust for Public Land will provide $1,609,066.00 in non-federal funds for the match. To facilitate the partnership, a Memorandum of Understanding has been drafted that outlines the roles and responsibilities of each partner, which includes the transfer of matching funds to the City.
