BACKGROUND
This action will authorize an engineering services contract with Raba Kistner, Inc. to provide material testing and construction observation services for Trinity Strand Hi-Line Span Bridge and Trail Project. Raba Kistner, Inc. was selected as the most qualified consultant for this project.
Material testing will include testing of cast concrete, soil, grout and mortar for masonry units, steel welds and fireproofing as well as observation of pier drilling and reinforcement-bar placement. The project scope includes the construction of a custom art bridge spanning across the Old Trinity River, a concrete trail with retaining wall, lookout plaza development including shade structures, lighting and landscaping at the Hi-Line Drive and a prefabricated bridge at Irving Boulevard.
This contract is needed to provide the required materials testing and inspection services to ensure that construction materials and installations are constructed as specified.

On February 20, 2025, the Park and Recreation Board approved an engineering services contract with Raba Kistner, Inc. to provide material testing and construction observation services for the Trinity Strand Hi-Line Span Bridge and Trail Construction Project located at 1998 Hi-Line Drive.

PROCUREMENT INFORMATION
On August 5, 2024, Dallas Water Utilities Department (DWU) solicited a Request for Qualifications for 2024 Construction Material Testing Services CIZ-DWU-24 399E and on August 23, 2024, DWU received 20 Statements of Qualifications.
On November 15, 2024, a selection committee scored and ranked the responses, creating a 20-firm shortlist of qualified firms, and on January 6, 2025, Raba Kistner, Inc. was selected as the most qualified firm to provide materials testing and construction observation services for this Project.
