A resolution approving the final sanction in the settlement agreement between the Office of the Inspector General and Sam Staggs, former Municipal Library Board Member, resolving the ethics charge in Information E26-001 - Financing: No cost consideration to the City

BACKGROUND

 

On March 5, 2026, the Office of the Inspector General filed Information No. E26-001 alleging that Mr. Sam Staggs, former Municipal Library Board Member, violated Section 12A-4(b)(2) of the Dallas Code of Ethics prohibiting city officials, when acting in the performance of their official duties, from making comments or taking actions that are abusive; belligerent; crude; derogatory; impertinent; profane; slanderous; threatening; or involve personal attacks upon the character, integrity, or motives of others. Mr. Staggs was a member of the Municipal Library Board at the time of the conduct giving rise to the ethics charge.

 

Because Mr. Staggs decided not to contest the allegations in Information No. E26-001, the Office of the Inspector General and Mr. Staggs negotiated a settlement agreement that includes a sanction of ethics training to resolve the ethics charge in Information No. E26-001.

 

During its regular quarterly meeting on April 21, 2026, the Ethics Advisory Commission approved the settlement agreement in accordance with Section 12A-52(3)(A) of the Dallas Code of Ethics.

 

Section 12A-58(f) of the Dallas City Code states that if a former city official fails to comply with or violates the Code of Ethics, the sanction must be decided by the City Council, and Section 4.2 of the Ethics Advisory Commission Rules of Procedure requires the Ethics Advisory Commission’s approved recommended sanction in a settlement agreement to be conveyed to the City Council for review and approval.

On April 21, 2026, the Ethics Advisory Commission approved the settlement agreement resolving the ethics charge in Information No. E26-001.
