Title
Authorize a three-year cooperative purchasing agreement for the purchase of Orbus Infinity upgrade licenses and SaaS service for the Department of Information and Technology Services provided by CounterTrade Products, Inc. through the Interlocal Purchasing System agreement - Not to exceed $591,915.41 - Financing: Data Services Fund ($404,154.77) and Information Technology Equipment Fund ($187,760.64) (subject to annual appropriations)
Body
BACKGROUND
This cooperative purchasing agreement will provide an upgrade to and SaaS subscription for the Orbus Infinity Cloud platform. The contract includes integration with our IT Service Management solution to eliminate manual data entry and synchronization between systems to track Application Portfolio Management, Application Rationalization, Enterprise Architecture and Technology Strategy, and Business Process Modeling functionality and dashboarding.
The upgrade will bring the solution into compliance with the latest Security Standards adopted by the City of Dallas. The subscription provides Information and Technology Services (ITS) with enhanced functionality for dashboarding, allows access to the Orbus Infinity Learning Center modules and knowledge-based resources, enables importing of objects and data from third party sources, provides maintenance and technical support services, and implements the necessary software upgrade.
The benefit afforded to the City by the solution is to enable proactive and strategic management of technology. For example, this information will be essential to the success of the ITS Emerging Technology Advisory Panel, supporting research and innovation for engagements such as Smart Cities, process automation, and Generative AI. In addition, the enhanced functionality will enable ITS to track current system capabilities and to manage technology debt more effectively.
The Interlocal Purchasing System agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
