Authorize a three-year cooperative purchasing agreement for the acquisition, service maintenance and support of a device threat detection response solution for the Department of Information and Technology Services with Netsync Network Solutions through the Texas Department of Information Resources cooperative agreement - Not to exceed $873,104.50 - Financing: Coronavirus State and Local Fiscal Recovery Fund ($282,212.50) and Data Services Fund ($590,892.00) (subject to annual appropriations)

BACKGROUND

 

This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.

 

This cooperative purchasing agreement will provide for the acquisition and service maintenance and support of a device threat detection response solution for the Department of Information and Technology Services.  The Department of Information and Technology Services will utilize the solution to ensure the City's endpoints (i.e., employee's laptops, desktops, and servers) have modernized protection against malicious cyber actors that would attempt to attack the City through employee's computers.

 

Some key benefits to upgrading the system include but not limited to:

 

                     Solution offers 24/7 threat hunting included to supplement the City’s Security Operations Center staff activity

                     Cloud-native platform, meaning it will not require an on-premises, City-managed component, offering the City a fully-managed service

                     Utilizes artificial intelligence to bolster its capabilities and provide a greater layer of protection to the City

 

 

The Department of Information and Technology Services plans to maintain technology implemented during the pandemic to improve and protect the ability of City residents to conduct their business virtually and for City employees to perform essential services while working remotely.  These funds will improve the efficacy to public health or economic relief programs through tools like program evaluation, data analysis, and targeted consumer outreach.

 

The Texas Department of Information Resources cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code.  Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

 

On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.

Cooperative purchasing agreements enable the City to associate with State agencies, other local governments, or local cooperative organizations comprised of other state and local governments, to leverage market buying power and enable the City to purchase goods or services at lower prices

 

The cooperative purchasing agreement is an alternative method of meeting the requirements for competitive bidding or competitive sealed proposals, not an exception from that requirement

The software is a tool that directly supports the City’s efforts to facilitate equity initiatives by protecting the City’s laptops desktops and servers.  The solution defends against malicious cyber-attacks that would harm the City through phishing, malware, and exploiting vulnerabilities.

This project does not have evidence-based interventions and none of these funds will be used towards evidence-based interventions.

There will be no external outreach or outreach plans specifically reaching targeted populations.

Technology infrastructure provides access to and the user experience of government technology systems, as well as technology improvements to safely delivery of government programs and services.

Alignment

This use of the software aligns with the City’s work around effective service delivery.  

Amplification

Achievements will be reported to the U.S. Treasury and Dallas City Council. Internal acknowledgement will be made aware by City of Dallas staff.
