BACKGROUND

 

On June 25, 2003, the City entered into a multi-year agreement with Texas Discovery Gardens, a non-profit organization, to manage and operate the Discovery Gardens building and surrounding grounds at Fair Park for a ten-year period. The agreement was extended on November 7, 2013 for a ten-year period.  The agreement with Texas Discovery Gardens requires the execution of a separate funding contract to authorize the stipends payable during the current year.

 

On October 24, 2018, City Council authorized a management contract with Fair Park First for management and operation of Fair Park for the Park and Recreation Department for a term of twenty years, with two five-year extension options by Resolution No. 18-1531, which included an assignment of the underlying agreement with Texas Discovery Gardens to Fair Park First. However, the assigned contract does not contain a funding provision for community outreach and other related programming services. Within 60 days of the close of the fiscal year, Texas Discovery Gardens must provide a detailed breakdown based on indicators listed in the Texas Discovery Gardens agreement with Fair Park First. This information will be included in the Fair Park First annual presentation given to the Park and Recreation Board per the management agreement.

 

On June 9, 2021, City Council authorized the first supplemental agreement with Fair Park First, to amend the agreement in the interest on enhancing, promoting, and improving Fair Park by Resolution No. 21-1017, which included that the City shall be solely responsible for funding any operating grants, utility reimbursements, and other annual subsidies including any annual stipends. 

 

 

 

For Fiscal Year 2021-2022, Texas Discovery Gardens requested $145,862.00, but this amount was not awarded via the City’s budget allocation process. $138,569.00 have been identified and appropriated in the City’s General Fund by authorization of the City Council, and after the approval by the Park and Recreation Board for the current fiscal year.

 

This is a recurring annual funding agreement. The stipend payments will support the following programs and services for period January 1, 2022 through December 31, 2022:

 

Services to be provided are community outreach services such as enrichment classes for school children, horticulture information services, and presentations at community centers and special facilities.

On October 24, 2018, City Council authorized a management contract with Fair Park First for management and operation of Fair Park for the Park and Recreation Department for a term of twenty years, with two five-year extension options by Resolution No. 18-1531.

 

On November 1, 2018, the Park and Recreation Board authorized a twelve-month funding agreement with Texas Discovery Gardens to provide services and programs within the City of Dallas for the period of January 1, 2019 through December 31, 2019.

 

On December 12, 2018, City Council authorized a twelve-month funding agreement with Texas Discovery Gardens to provide services and programs within the City of Dallas for the period October 1, 2018 through September 30, 2019, by Resolution No. 18-1823.

 

On March 5, 2020, the Park and Recreation Board authorized a twelve-month funding agreement with Texas Discovery Gardens to provide services and programs within the City of Dallas for the period January 1, 2020 through December 31, 2020.

 

On March 25, 2020, City Council authorized a twelve-month funding agreement with Texas Discovery Gardens to provide services and programs within the City of Dallas for the period January 1, 2020 through December 31, 2020, by Resolution No. 20-0489.

 

On October 15, 2020, the Park and Recreation Board authorized a twelve-month funding agreement with Texas Discovery Gardens to provide services and programs within the City of Dallas for the period January 1, 2021 through December 31, 2021.

 

On December 9, 2020, City Council authorized a twelve-month funding agreement with Texas Discovery Gardens to provide services and programs within the City of Dallas for the period January 1, 2021 through December 31, 2021, by Resolution No. 20-1918.

 

On November 4, 2021, the Park and Recreation Board authorized a twelve-month funding agreement with Texas Discovery Gardens to provide community outreach services and horticulture information services and presentations at community centers and special facilities within the City of Dallas for the period of January 1, 2022 through December 31, 2022.
