Authorize (1) Supplemental Agreement No. 2 to the owner's representative - design/construction project management services contract with Dikita Enterprises, lnc. for the implementation of Component Four of the Kay Bailey Hutchison Convention Center Dallas (KBHCCD) master plan in the an amount not to exceed of $469,054.00 for additional project management services and owner’s representation necessary to temporarily relocate The Black Academy of Arts and Letters as tenant of the KBHCCD Theater Complex to The Women’s Museum, including Phase 1: Project Management/Preconstruction Services and Phase 2: Services during Cconstruction; and (2) the establishment of appropriations in an amount not to exceed $469,054.00 in the Convention Center Revenue Bonds Series 2023 Fund, from $9,552,031.00 to $10,021,085.00 - Financing: Convention Center Revenue Bonds Series 2023 Fund

BACKGROUND
The professional services contract with Dikita Enterprises, lnc., approved February 28, 2024 by CR 24-0389, provides project management services for the implementation of Component Four of the Kay Bailey Hutchison Convention Center Dallas (KBHCCD) master plan. The implementation of the KBHCCD master plan Component Four includes project management of the process to renovate and reconstruct KBHCCD Theater Complex, currently occupied by The Black Academy of Arts and Letters TBAAL and the temporary relocation and re-establishment of the TBAAL to another suitable location,. existing lease holder, The delivery of which incorporates, but is not limited to:
• Assisting with the development of solicitations for architecture, engineering, design, and construction
• Developing and providing control processes for the project
• Outreach and communication
• Budgeting and cost tracking
• Project scheduling
This professional services contract will assist in delivering a state-of-the art theatre and performance center that is modern and efficient in terms of technological advancement and flexibility to meet current and future market demands. The project management leading to the final product will provide enhanced revenue opportunities, additional workforce opportunities, and the establishment of a performance venue that will be part of an engaging destination that transforms downtown Dallas.
On April 25, 2025, Supplemental Agreement No. 1 provided Dikita Enterprises, Inc. with an additional one (1) year for project completion under the same terms and conditions of the original contract for scope enhancements.
If approved, Supplemental Agreement No. 2 would allow Dikita Enterprises, Inc. to provide additional project management services at The Women’s Museum based on the discovery of facility conditions post assessment.
