Title
Authorize (1) a three-year service price agreement for tapping machines, water meter security locks, parts and repairs for the Dallas Water Utilities Department - Ferguson US Holdings, Inc dba Ferguson Enterprises, LLC in the estimated amount of $170,745.00; and (2) a three-year master agreement for tapping machines, water meter security locks, and parts for the Dallas Water Utilities Department - Core & Main LP dba Green Equipment Company in the estimated amount of $143,881.26, lowest responsible bidders of three - Total estimated amount of $314,626.26 - Financing: Dallas Water Utilities Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of these agreements is to establish firm pricing for services and goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amounts are intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under these agreements.
These agreements will provide for the purchase of tapping machines, water meter security locks, parts and repairs for the Dallas Water Utilities Department. Tapping machines are mechanical devices used to drill and tap holes into water pipelines under pressure without service interruption and with minimal water loss. These holes are used to connect residential and commercial service lines to water mains. Water meter security locks are installed on residential water lines to prevent unauthorized or illegal access to water service. These locks are used for delinquent accounts or in cases where unauthorized use has occurred. Items purchased under this agreement will enable field crews to install, repair, replace, and make necessary adjustments to pipelines within the water distribution system.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $22.05; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 12, 2022, the City Council authorized a three-year master agreement for tapping machines, water meter security locks, and parts for the Water Utilities Department with McGard, Inc. and Core & Main LP by Resolution No. 22-0149.
