Title

Authorize a two-year cooperative purchasing agreement for the implementation of an electronic citation system (eCitation) for the Department of Code Compliance with Tyler Technologies, Inc through the Sourcewell cooperative agreement - Not to exceed $403,287.00 - Financing: General Fund (subject to annual appropriations)

Body

BACKGROUND

The Department of Code Compliance Neighborhood Code division is interested in implementing an electronic citation system (eCitations), via the use of a hand-held device. The device is currently used by the Dallas Police Department and is serviced by Brazos-Tyler Technologies. The Code Compliance Neighborhood Code division user is able to enter citation data into the electronic citation system for a specific citation type. Then the electronic citation system produces the designated citation, from a mobile printer, based on the citation type selected. The electronic citation system will increase efficiency, minimize data entry errors, and ensure sensitive citation data is secure during the collection, storage, and court transfer processes.

Key Benefits:

                     Minimize data entry errors.

Ensure sensitive citation data is secure.

                     Entering data via handheld device.

PROCUREMENT INFORMATION

Method of Evaluation for Award Type:

Cooperative Purchasing Agreement

Cooperative purchasing agreements enable the City to associate with State agencies, other local governments, or local cooperative organizations comprised of other state and local governments, to leverage market buying power and enable the City to purchase goods or services at lower prices

The cooperative purchasing agreement is an alternative method of meeting the requirements for competitive bidding or competitive sealed proposals, not an exception from that requirement
