Authorize an amendment to (1) Resolution No. 26-0274, previously approved on January 28, 2026, that authorized applying for a series of grants from the Texas Office of the Governor, Criminal Justice Division (CJD) to provide an endeavor to reduce crime and improve public safety; (2) Resolution No. 26-1300, previously approved on August 25, 2026, that authorized an application for a grant from the Texas Office of the Governor, CJD (Grant No. 4922902) for the Dallas Police Department Law Enforcement Training Center at the University of North Texas at Dallas for the construction and implementation of a new training facility; (3) Resolution No. 26-1301, previously approved on August 25, 2026, that authorized an application for a grant from the Texas Office of the Governor, CJD (Grant No. 6003001), for the Dallas Police Department Law Enforcement Training Center at the University of North Texas at Dallas for the construction and implementation of a new training facility; (4) Resolution No. 25-1825, previously approved on December 10, 2025, that authorized the application and acceptance of a grant from the Texas Office of the Governor, CJD for the FY 2026 Victims of Crime Supplement Victim Services Grant (Grant No. 1578123) to adequately respond to victims of violent crime with needed aid; (5) Resolution No. 25-1724, previously approved on November 12, 2025, that authorized the application and acceptance of a grant from the Texas Office of the Governor, CJD for the North Texas Internet Crimes Against Children Grant (Grant No. 2745112) to provide training, address the problem of technology-facilitated child abuse and exploitation; (6) Resolution No. 26-0639, previously approved on April 8, 2026 that authorized acceptance of a grant from the U.S. Department of Homeland Security, Federal Emergency Management Agency through the Texas Office of the Governor - Homeland Security Grants Division (HSGD) for the State and Local Cybersecurity Grant Program (Grant No. 5326101) to implement the City’s Next Generation Firewall Project; (7) Resolution No. 25-1826, previously approved on December 10, 2025, that authorized the application and acceptance of a grant from the Texas Office of the Governor, CJD for the First Responder Mental Health Grant (Grant No. 5411201) for services and assistance directly to peace officers and first responders to address direct and indirect trauma that occurs in the course of normal duties either as a result of the commission of crimes by other persons or in response to an emergency; (8) Resolution No. 25-1828, previously approved on December 10, 2025, that authorized the application and acceptance of a grant from the U.S. Department of Justice (DOJ) through the Texas Office of the Governor, CJD for the FY2026 Byrne State Crisis Intervention Program (Grant No. 5414401) for the purpose of funding Community Engagement Unite and RIGHT Care Team in investigation efforts; (9) Resolution No. 26-1166, previously approved on August 12, 2026 that authorized the application and acceptance of a grant from the U.S. Department of Justice, Office of Justice Programs National Institute of Justice through the Texas Office of the Governor, CJD for the CD-Coverdell National Forensic Sciences Improve Act. (Grant No. 5414801) to make improvement to the quality and timely processing of forensic evidence; and (10) Resolution No. 26-0614, previously approved on April 8, 2026 that authorized the application and acceptance of a grant from the Texas Office of Governor, CJD for the Crime Laboratory Portal Records Program and Crime Laboratory Portal System-Firearms Project (Grant No. 5661501) to provide design and development for a custom Application Programming interface that will enable the Omingo Dallas system to securely transfer crime laboratory records to the Texas Department of Public Safety Crime Laboratory Records Portal and adding required language pursuant to grant requirements with the State of Texas - Office of the Governor, CJD -  Financing: This action has no cost consideration to the City (see Fiscal Information)

BACKGROUND

 

The City of Dallas receives multiple grants each year from the Texas Office of the Governor, CJD.  These grants support and enhance public safety initiatives within the City of Dallas.  They provide critical funding to strengthen law enforcement operations, expand investigative capabilities, and support strategic programs aimed at crime prevention and reduction.

 

Grant-funded initiatives help the city address, solve, and prevent crime by improving resources, technology, training, and personnel capacity. In addition, these funds support research-based and data-driven approaches that identify effective strategies, enhance investigative processes, and improve case clearance rates. Collectively, these efforts are intended to increase community safety, strengthen public trust, and improve the overall effectiveness of public safety services provided to residents and visitors across Dallas.

 

The previously approved Resolutions must be updated to include language required by the State of Texas - Office of the Governor 2026 guidelines which clarify the designated city officials for the authorized official, financial officer, and project director roles. These requirements define access to the eGrants online portal, signature authority, match requirement language (if applicable), and provide a format template.  During our review of grant documents, we discovered the previously approved resolutions did not include the required language or formatting.  This item provides the updates necessary to align the previously approved resolutions with the current requirements.

 

 

 

 

 

 

 

 

 

 

 

 

 

The definition of the roles included in the resolution and the City of Dallas designee are provided below:

 

Grant Official

Role

City of Dallas Designee

Authorized Official (AO)

Authorized by the governing body to apply for, accept, reject, or terminate the grant; and certify changes made to applications or grants. The AO is responsible for maintaining financial records to account for grant expenditure and funds; request payments; and complete all required financial reporting at least quarterly. This role is assigned to the City Manager.

The City Manager delegates authority to the Department Grants Administrator. 

Financial Officer (FO)

Responsible for maintaining financial records to account for grant expenditure and funds; request payments; and complete all required financial reporting at least quarterly.  This role is assigned to the Chief FO.

The Department Grants Administrator as the Designee also has the authority to submit financial and/or programmatic reports or alter a grant on behalf of the applicant agency.

Project Director

Responsible for the day-to-day operations of the project; and required programmatic reporting.

Department Designee.

Grant Writer

Responsible for creating an application.

Department Designee or Budget & Management Services.

The Public Safety Committee will be briefed by memorandum regarding this matter on October 13, 2026.

 

FISCAL INFORMATION

 

This action has no cost consideration to the City.  This action amends previously approved Resolutions for the State of Texas - Office of the Governor grants.  There are no changes to the project scope or amount of grant funds awarded.
