Authorize a professional engineering services contract with AECOM Technical Services, Inc., most highly qualified proposer of three, to develop preliminary engineering (design schematics, environmental documents, and public involvement), plans, specifications, and estimates for the reconstruction of the intersection at Harry Hines Boulevard (Bridge) and Mockingbird Lane for CSJ 0918-47-484 - Not to exceed $3,067,635.47 - Financing: FY24 TxDOT Surface Transportation Block Grant Program Fund ($2,940,000.00), Street and Transportation (A) Fund (2024 General Obligation Bond Fund) ($59,663.15), Wastewater Capital Improvement G Fund ($33,986.16), and Water Capital Improvement G Fund ($33,986.16)

BACKGROUND
In June 2024, the City of Dallas entered into an Advance Funding Agreement with the Texas Department of Transportation (TxDOT) to accept federal funding from the Surface Transportation Block Grant Program in the amount of $3,000,000.00 for engineering cost to reconstruct the intersection at Harry Hines Boulevard and Mockingbird Lane in the city of Dallas for CSJ 0918-47-484 (“Project”). The City of Dallas is the lead agency implementing the environmental assessment and engineering of the Project.
Children’s Health is reconstructing and expanding its main campus at Children’s Medical Center Dallas in the Southwestern Medical District. This Project will provide access to the new emergency facility at the medical center and must be completed by the time the facility is operational.
On January 17, 2025, the City of Dallas issued a Request for Qualifications CIZ25-TRN-3136 “Harry Hines Boulevard at Mockingbird Lane (Reconstruct Intersection) Engineering Services (CSJ 0918-47-484)” and received four statements of qualifications from interested firms. A six-member selection committee consisting of staff from the Department of Transportation and Public Works, Dallas Water Utilities, and the Business Enterprise Hub evaluated and ranked the statements of qualifications received (in compliance with federal procurement requirements). The three highest ranked firms were shortlisted.
On March 14, 2025, the City issued an Invitation Only Request for Proposals to the three shortlisted firms and received three proposals. AECOM Technical Services, Inc. was selected by the review committee as the most highly qualified proposer to provide professional engineering services for the Project.
If approved, this action will authorize a professional engineering services contract with AECOM Technical Services, Inc. to develop preliminary engineering (design schematics, environmental documents, public involvement), plans, specifications, and estimates for the Project.

On June 12, 2024, the City Council authorized an Advance Funding Agreement with TxDOT to accept federal funding from the Surface Transportation Block Grant Program (Agreement No. CSJ 0918-47-484, Assistance Listing No. 20.205) in the amount of $3,000,000.00 as federal share in the total project cost of $3,135,240.00 (includes $2,940,000.00 in federal reimbursement, $60,000.00 in direct state cost, $135,240.00 in indirect state cost, and the City of Dallas’s portion covered by the use of 600,000 regional Transportation Development Credits in lieu of a local cash match) for engineering costs to reconstruct the intersection at Harry Hines Boulevard and Mockingbird Lane in the city of Dallas by Resolution No. 24-0862.
