Title
Authorize (1) the application for and acceptance of a grant from the U.S. Department of Justice (DOJ) Office of Community Oriented Policing Services (COPS) for the FY25 COPS Hiring Program Grant (Grant No. 15JCOPS-25-GG-01001-MUMU, Assistance Listing No. 16.068) in the amount of $6,250,000.00 for the hiring of fifty police officers over a five-year grant period from October 1, 2025 through September 30, 2030; (2) the establishment of appropriations in an amount not to exceed $6,250,000.00 in the DOJ FY25 COPS Hiring Program Grant Fund; (3) the receipt and deposit of funds in an amount not to exceed $6,250,000.00 in the DOJ FY25 COPS Hiring Program Grant Fund; (4) a local cash match in the amount of $12,261,650.00; (5) add fifty police officer positions; and (6) execution of the grant agreement with the DOJ and all terms, conditions, and documents required by the agreement - Total not to exceed $18,511,650.00 - Financing: General Fund ($12,261,650.00) (subject to appropriations) and DOJ FY25 COPS Hiring Program Grant Fund ($6,250,000.00)

BACKGROUND
The FY25 COPS Hiring Program (CHP) provides funding to law enforcement agencies to hire and/or rehire additional career law enforcement officers to increase their community policing capacity and crime prevention efforts.
The City of Dallas Police Department (DPD) has been awarded funding for 50 new officer positions, for a total grant amount of $6,250,000.00. The City of Dallas will provide $12,261,650.00 in matching funds and seeks funding through the FY2025 COPS Hiring Program (CHP) to hire 50 full-time sworn community policing officers. These officers will be strategically deployed to areas experiencing high rates of violent crime, community distrust, and resource strain. The addition of these officers will support DPD’s broader community policing strategy by enhancing neighborhood engagement, increasing patrol presence in underserved areas, and supporting proactive, problem-solving efforts in partnership with local stakeholders. The City of Dallas priority is to reduce crime, build trust, provide public safety and community well-being.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On November 9, 2016, the City Council authorized the application for and acceptance of a grant from the U.S. Department of Justice, for the purpose of funding twenty-five police officer positions for the period of September 1, 2016, through August 31, 2019, by Resolution No. 16-1849.
