An ordinance amending Ordinance No. 32554, previously approved on September 20, 2023, as amended by Ordinance No. 32663, previously approved on February 28, 2024, as amended by Ordinance No. 32723, previously approved on May 8, 2024, as amended by Ordinance No. 32759, previously approved on June 26,2024, as amended by Ordinance No. 32790, previously approved on August 14, 2024, authorizing (1) certain transfers and appropriation adjustments for FY 2023-24 for the maintenance and operation of various departments and activities; and (2) the City Manager to implement those adjustments - Not to exceed $5,729,829,795 - Financing: General Fund ($1,842,444,518), Enterprise Funds, Internal Service, and Other Funds ($1,810,444,433), Grants, Trust, and Other Funds ($571,016,597), and Capital Funds ($1,505,924,247)

BACKGROUND
On September 20, 2023, the City Council adopted the Operating, Grants/Trust, and Capital Budgets for FY 2023-24, by Ordinance No. 32554.
On February 28, 2024, the City Council adopted Ordinance No. 32663 amending Ordinance No. 32554, to adjust appropriations for various departments and funds, and to authorize various transfers.
On May 8, 2024, the City Council adopted Ordinance No. 32723 amending Ordinance No. 32554 as previously amended by Ordinance No. 32663, to adjust appropriations for various departments and funds, and to authorize various transfers.
On June 26, 2024, the City Council adopted Ordinance No. 32759 amending Ordinance No. 32554 as previously amended by Ordinance No. 32663 and Ordinance No. 32723, to adjust appropriations for various departments and funds, and to authorize various transfers.
On August 14, 2024, the City Council adopted Ordinance No. 32790 amending Ordinance No. 32554 as previously amended by Ordinance No. 32663, Ordinance No. 32723, and Ordinance No. 32759, to adjust appropriations for various departments and funds, and to authorize various transfers.
City Charter does not allow for expenditure of City funds without sufficient appropriation (City Charter, Chapter XI, Section 6). Management has closely monitored revenues and expenses throughout the fiscal year to ensure compliance with City Charter. The amendments requested reflect adjustments to appropriations between departments, divisions, and purposes.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On September 20, 2023, the City Council adopted the FY 2023-24 City of Dallas Operating, Grants/Trusts, and Capital Budgets by Resolution No. 23-1277 and Ordinance No. 32554.
On February 28, 2024, the City Council amended Ordinance No. 32554, previously approved on September 20, 2023, to authorize appropriation adjustments to the FY 2023-24 City of Dallas Operating, Grants/Trusts, and Capital Budgets by Resolution No. 24-0315 and Ordinance No. 32663.
On May 8, 2024, the City Council amended Ordinance No. 32554 as amended by Ordinance No. 32663, previously approved on September 20, 2023 and amended on February 28, 2024, to authorize appropriation adjustments to the FY 2023-24 City of Dallas Operating, Grants/Trusts, and Capital Budgets by Resolution No. 24-0654 and Ordinance No. 32723.
On June 26, 2024, the City Council amended Ordinance No. 32554 as amended by Ordinance No. 32663, previously approved on September 20, 2023 and amended on February 28, 2024 and further amended on May 8, 2024, to authorize appropriation adjustments to the FY 2023-24 City of Dallas Operating, Grants/Trusts, and Capital Budgets by Resolution No. 24-0968 and Ordinance No. 32759.
On August 14, 2024, the City Council amended Ordinance No. 32554 as amended by Ordinance No. 32663, previously approved on September 20, 2023 and amended on February 28, 2024, May 8, 2024, and further amended on June 26, 2024, to authorize appropriation adjustments to the FY 2023-24 City of Dallas Operating, Grants/Trusts, and Capital Budgets by Resolution No. 24-0968 and Ordinance No. 32790.
The Government Performance and Financial Management Committee was briefed on the “FY24 Year End Appropriation Adjustments” on September 23, 2024.
