BACKGROUND

 

This item authorizes the acquisition of two drainage easements containing a total of approximately 7,052 square feet of land, and one temporary construction easement of approximately 2,192 square feet of land located near Alderson Street at its intersection with Martel Avenue from St. Thomas Aquinas Catholic Parish. This property will be used for the purpose of improving the storm drainage system for the Alderson 3700 Storm Drainage Improvement Project. As consideration for the easements, the City has agreed to provide additional storm drainage design services for the benefit of the parish property and to construct the additional design improvements provided the parish delivers the necessary construction funds before the City’s award of a construction contract. The consideration is based on independent appraisal. There are no relocation benefits associated with this acquisition.

 

The easements are necessary to complete drainage improvements for the City of Dallas project and by extending the design improvements to connect to an existing box culvert system, the St. Thomas property can be improved for private, passive uses that will not impact the future operation and maintenance of the storm sewer system. The additional improvements needed to extend the proposed drainage system will be designed and included as a separate schedule in the bidding of the construction project. After bidding and prior to award of the construction contract, the St. Thomas Aquinas Catholic Parish will be required to advance the construction funds for the additional improvements to the City of Dallas. This item further authorizes the receipt and deposit of funds from St. Thomas Aquinas Catholic Parish in the Capital Stormwater Projects Reimbursement Fund for the construction of the additional design improvements benefiting the parish property and authorizes the City Manager to execute, upon approval as to form by the City Attorney, a Participation and Funding Agreement with St. Thomas Aquinas Catholic Parish for the transaction.

 

The purpose of this project is to resolve current flooding issues in the 3700 Alderson area. Improvements include storm drainage system upgrades between Alderson Street and Martel Avenue. Additional engineering services will be completed to evaluate the open channel section downstream of the previously designed outfall and support the development of construction plans and specifications for a fully enclosed conduit system consisting of approximately 362 linear feet of 8 feet by 5 feet reinforced concrete box culvert. The additional engineering will be completed under a supplemental agreement with Garver, LLC, the engineer for the Alderson 3700 Storm Drainage Improvement Project. An item authorizing the supplemental agreement will be included on the March 25, 2026 agenda and should be considered together with this agenda item.

FISCAL INFORMATION

 

This action has no cost consideration to the City. In exchange for the design and engineering services included under Agenda Item 26-73A, the property owner, St. Thomas Aquinas Catholic Parish, will grant two drainage easements and one temporary easement required for the project.
