BACKGROUND

 

Established and funded through the Infrastructure Investment and Jobs Act (IIJA), the Safe Streets and Roads for All (SS4A) grant program provides funding to regional, local, and Tribal agencies to develop and implement Action Plans to reduce roadway fatalities and serious injuries. For Implementation grants, agencies must have an approved Action Plan, such as the City’s Vision Zero Action Plan, and only strategies identified in those plans are eligible for funding.

 

 

For the FY24 round of SS4A funding, the City of Dallas partnered with Dallas Area Rapid Transit (DART) on an application to create Pedestrian Safety Zones along 5 corridors on the City’s High Injury Network. Pedestrian Safety Zones layer proven safety countermeasures to allow pedestrians and other road users to cross traffic safely, reducing crashes. The FY24 SS4A grant will support up to 15 Pedestrian Safety Zones along the selected corridors, which were selected to align with the City’s Vision Zero Action Plan and Sidewalk Master Plan, and DART’s CORE program.

 

Combined with existing targeted traffic enforcement efforts, the proposed interventions could include: the installation of pedestrian hybrid beacons (PHBs) or rectangular rapid flashing beacons (RRFBs); crosswalk striping and improved signage; improved lighting; pedestrian refuge islands; sidewalk and curb improvements; and, in conjunction with DART, moving, consolidating, or improving key bus stops to help channel pedestrians to the Pedestrian Safety Zones. The overall effect is intended encourage safer crossings within the corridors, and steer pedestrians away from uncontrolled crossings that result in death or harm. 

 

The five corridors are:

 

                     Ferguson Road from Interstate Highway (IH)-30 to I-635

                     Lake June Road from U.S. 175 to Chayenne Road

                     Saint Augustine from Military Parkway to U.S. 175

                     Camp Wisdom Road from Cockrell Hill Road to IH-35E

                     Maple Avenue from Mockingbird to the Dallas North Tollway

 

While exact locations for Pedestrian Safety Zones within each corridor have not been determined, funding for planning and design included in the grant request will allow for the selection of final locations and identify opportunities for relocation and consolidation of bus stops along the corridors. Public meetings will be held in order to receive community input on needed interventions.

 

Also included in the award is supplemental planning funding to update the Vision Zero Action Plan and Sidewalk Master Plan with new crash data, and to update and reprioritize the project listings.

 

The full grant award is $9,240,000. However, the grant will be obligated in phases, with a Base Phase obligation of $1,614,000.00 for planning, preliminary design, and environmental approval for all systemic countermeasure improvements ($574,000.00), as well as the full amount of supplemental planning funding for the Vision Zero Action Plan and Sidewalk Masterplan updates ($1,040,000.00). Additional obligations will be made according to milestones outlined in the contract for final design, right-of-way, and utility relocation (Option Phase 1), and construction (Option Phase 2). As future phases are obligated by U.S. DOT, additional agenda items will be brought to City Council for consideration.

 

SS4A grants require a minimum of 20 percent in local matching funds be provided. The City will provide up to $2,160,000.00 in matching funds across all phases for needed roadway and sidewalk improvements for the Pedestrian Safety Zones ($133,000.00 for Base Phase activities), and to update the Vision Zero Action Plan and Sidewalk Master Plan ($260,000.00). DART will provide up to $150,000.00 in matching funds across all phases to relocate and upgrade bus shelters ($10,500.00 for Base Phase activities). To facilitate the partnership, a Grant-specific Agreement has been drafted that outlines the roles and responsibilities of each partner, which includes the transfer of matching funds to the City.

This project will be done in phases with future items going before the City Council. This item is for the base phase, with a total not to exceed amount of $2,017,500.00.

 

*The amounts allocated to each Council District are a pro-rated estimate based on the total length of the corridors in each district. These amounts are expected to change after the Base Phase activities go out to bid and a contract is awarded to a vendor. The amount allocated to City Wide is for updates to the Vision Zero Action Plan and Sidewalk Master Plan, which cover the entire City.
