Authorize (1) rescinding the five-year service price agreement with Innova Solutions, Inc. for Group 2 Line 2, previously approved on March 25, 2026, by Resolution No. 26-0547, for temporary staffing support for the Department of Information and Technology Services in the estimated amount of $1,033,624.80; and (2) Supplemental Agreement No. 1 to the service price agreement with GTS Technology Solutions, Inc to increase the scope of services to include Group 2 Line 2 for departmental technology analyst temporary staffing support for the Department of Information and Technology Services increasing the service price agreement in the estimated amount of $1,324,960.00, second most advantageous proposer of one hundred twenty - Estimated amount of $1,324,960.00, from $2,394,100.80 to $3,719,060.80 - Financing: Data Services Fund (subject to annual appropriations)

BACKGROUND
This action does not authorize or encumber funding. The service price agreement establishes pre-negotiated pricing and contract terms for a specified period of time. Actual expenditures will occur only when services are requested and are supported by available departmental appropriations. The estimated amount represents the maximum anticipated value based on all potential usage scenarios during the contract term and is provided for planning purposes only. Actual expenditures may vary significantly and will be driven by operational needs.
This service price agreement will provide for temporary staffing support for the Department of Information and Technology Services. The Department of Information and Technology Services utilizes temporary information technology (IT) labor to assist with time sensitive and/or complex IT projects. The highly skilled personnel utilized under this contract have specific IT skills in explicit technical areas which will assist the City in a variety of IT functions such as the automation of business processes and the deployment of new systems and applications.
The City is rescinding the award of the service price agreement with Innova Solutions, Inc. for Group 2 Line 2 for departmental technology analyst temporary staffing support, authorized on March 25, 2026, by Resolution No. 26-0547, due to the vendor’s inability to satisfactorily meet the contractual obligations. In accordance with procurement guidelines, the City will proceed with award to the second most advantageous proposer.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors. Additionally, in an effort to secure more competition, the Office of Business Diversity sent notifications to chambers of commerce and advocacy groups to ensure maximum vendor outreach.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 25, 2026, the City Council authorized a five-year service price agreement for temporary staffing support with 22nd Century Technologies, Inc., Innova Solutions, Inc., GTS Technology Solutions, Inc, and Tryfacta, Inc. by Resolution No. 26-0547.
