Title
Authorize the (1) application for and acceptance of a grant from the U.S. Department of Justice (DOJ) Office of Community Oriented Policing Services (COPS) for the FY25 Safer Outcomes: Enhancing De-Escalation and Crisis Response Training for Law Enforcement - Support for Law Enforcement Agencies (Federal Award ID. No. 15JCOPS-25-GG-00839-DETX, Assistant Listing No. 16.710) in the amount of $500,000.00 to enhance de-escalation, crisis intervention, and force training programs for officers and support personnel at the Dallas Police Department for the period October 1, 2025 through September 30, 2027; (2) establishment of appropriations in an amount not to exceed $500,000.00 in the COPS FY25 Safer Outcomes LE Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $500,000.00 in the COPS FY25 Safer Outcomes LE Grant Fund; (4) add a Senior Law Enforcement Training Specialist position; and (5) execution of the grant agreement with the DOJ and all terms, conditions, and documents required by the agreement - Not to exceed $500,000.00 - Financing: COPS FY25 Safer Outcomes LE Grant Fund

BACKGROUND
The Dallas Police Department (DPD) is committed to enhancing the quality and effectiveness of its training programs by institutionalizing advanced methodologies in de-escalation tactics, crisis intervention strategies, and use-of-force protocols. DPD will add a full-time position to this grant to develop and design programs using a variety of appropriate training methods, activities, and aids based on identified skills or knowledge gaps. This initiative will involve the development and expansion of dynamic, multimedia instructional content, leveraging both innovative media production techniques and evidence-based instructional design principles.
To facilitate this, the department will make strategic investments in cutting-edge online learning platforms and state-of-the-art audiovisual equipment. These upgrades will allow for the creation and delivery of accessible, on-demand learning modules that cater to the diverse scheduling needs of law enforcement personnel. The aim is to not only reinforce officer preparedness but also to provide flexible and scalable training solutions that align with the evolving demands of operational environments.
In particular, the program will significantly enhance scenario-based training through interactive tools and advanced simulation equipment that realistically replicate high-risk and emotionally charged situations. This immersive approach will deepen the realism of training exercises, allowing officers and personnel to practice and refine their skills in safe but challenging settings.
The comprehensive training curriculum will extend beyond sworn law enforcement officers; it will also include agency-affiliated crisis response teams and, where applicable, local community stakeholders. By involving a broader array of participants, the Dallas Police Department aims to foster collaborative engagement and a shared understanding of crisis management, thus promoting safer interactions within the community. This holistic training approach is designed to ensure that all personnel are well-equipped to handle diverse scenarios effectively and compassionately.
