Title
Authorize a subrecipient contract in the amount of $250,000, with a one-year renewal option in the amount of $250,000, for Youth Navigation services for low and moderate-income youth in Dallas for a local, backbone service entity to align outreach and service delivery among youth navigation services providers for the Office of Community Care - The K16 Ready Society, Inc. dba Texas Initiative Programs, Inc., only proposer - Not to exceed $500,000 - Financing: Coronavirus State and Local Fiscal Recovery Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This subrecipient contract will provide for Youth Navigation services for low and moderate-income youth in Dallas. The purpose of this program is for a local, backbone service entity to align outreach and service delivery among Youth Navigation services providers to residents of Dallas that have been impacted and/or had their needs exacerbated by the COVID-19 pandemic. These programs will provide positive youth development, which is an intentional, pro-social approach that engages youth within their communities, schools, organizations, peer groups, and families in a manner that is productive and constructive; recognizes, utilizes, and enhances young people’s strengths; and promotes positive outcomes for young people by providing opportunities, fostering positive relationships, and furnishing the support needed to build on their leadership strengths. Target populations include low- and moderate-income youth residents and/or Dallas residents living Qualified Census Tracts. The Office of Community Care has sought nonprofit organizations through an open application process.
A four-member committee from the following departments reviewed and evaluated the qualifications:
• Budget and Management Services (1)
• Office of Community Care (2)
• City Manager’s Office (1)
The committee selected the successful respondents on the basis of demonstrated competence and qualifications under the following criteria:
• Programming and work plan 40 points
• Budget 25 points
• Organizational capacity 20 points
• Evaluation Plan 15 points
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $17.82; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.
On August 18, 2021, the City Council was briefed on allocation of funds from the American Rescue Plan Act, including allocation of $3,250,000.00 for Positive Youth Development/Academic Support for positive youth development programming, such as afterschool programming, academic support, and training to mitigate negative impact from the COVID-19 pandemic.
On September 22, 2021, the City Council authorized the final reading and adoption of the appropriation ordinance for the FY 2021-22 City of Dallas Operating, Capital, and Grant & Trust Budgets, which included the ARPA funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Funds by Resolution No. 21-1590.
