BACKGROUND

 

In 2018, the Department of Convention and Event Services (CES) engaged in a multi-departmental solicitation for a development process to determine a path-forward for correcting long-time deferred maintenance of the KBHCCD. This solicitation led to the development of the KBHCCD Master Plan, which was divided into seven fundable components. Component 1 of the KBHCCD Master Plan aims to expand the KBHCCD convention center, including the addition of a proposed enhanced greenspace connector, through demolition and reconstruction of the convention center currently located on South Griffin Street. The expansion of the campus would reorient the convention center west of Lamar Street resulting in an opportunity to create a multi-use district on approximately 30-acres. Additional components of the Master Plan would allow for the reorientation of streets, the re-envisioning of the Eddie Bernice Johnson Union Station, the repair and refreshing of Pioneer Plaza and Cemetery, and reconnection into South Dallas.

 

On September 13, 2023, the City Council awarded a professional services contract to Inspire Dallas, LLC for project management and owner’s representation services for implementation of Component 1 of the KBHCCD Master Plan by Resolution No. 23-1254. Inspire Dallas is currently coordinating the effort for the KBHCCD design, pre-construction, and construction process for Component 1. In addition, the City has selected the KBHCCD’s Architect/Engineer (A/E) and Construction Manager at Risk, Perkins+Will, Inc. and Trinity Alliance Ventures LLC, respectively.

 

 

The CES/Inspire Dallas led effort has resulted in a minor reorientation of the KBHCCD main structure from what was initially concepted into a plan that would encroach onto the existing Jefferson Boulevard Viaduct/South Market Street bridge and roadway component from the Texas Department of Transportation’s (TxDOT) Interstate Highway (IH) 35E north right-of-way (ROW) to Young Street. To ensure the KBHCCD Master Plan expansion project remains on schedule, it is necessary to address the encroachment, which the City will complete in two phases:

 

                     Phase I (this action) includes evaluation of traffic rerouting due to the demolition of a portion of the convention center over Lamar Street, and the demolition of the Jefferson Boulevard Viaduct/South Market Street bridge and redirection of traffic to an alternate route in support of the Jefferson Boulevard Viaduct Modification and Realignment project.

 

                     Phase II includes complete realignment of the northern end of the Jefferson Boulevard Viaduct from north of TxDOT’s ROW over IH-35E to connect with Hotel Street/Memorial Drive at-grade and will be coordinated with TxDOT and the KBHCCD’s A/E team.

 

On December 11, 2024, the City of Dallas issued “Request for Qualifications CIZ24-TRN-3135 - Re-Solicitation for Jefferson Boulevard Viaduct Modification and Realignment Engineering Services (Phase I & Phase II)” (“Project”) and received four statements of qualifications from interested firms. A four-member selection committee consisting of staff from the Department of Transportation and Public Works, CES, the Office of Bond and Construction Management, and the Business Enterprise Hub evaluated and ranked the statements of qualifications received. The two highest ranked firms were shortlisted.

 

On January 28, 2025, the City issued an Invitation Only Request for Proposals to the two shortlisted firms and received one proposal for Phase I and one proposal for Phases I and II. Gresham Smith was selected by the review committee as the most highly qualified proposer to provide professional engineering services for Phase I of the Project (this action).

 

If approved, this action will authorize a professional engineering services contract with Gresham Smith to provide engineering services for Phase I of the Project to support the Jefferson Boulevard Viaduct/South Market Street bridge component modification, realignment, and associated work.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On September 13, 2023, the City Council awarded a professional service contract to Inspire Dallas, LLC for project management and owner’s representation services for implementation of Component 1 of the KBHCCD Master Plan by Resolution 23-1254.

 

On September 11, 2024, the City Council authorized a contract with Perkins+Will, Inc. to provide architectural and engineering design services for the KBHCCD Master Plan Component 1 Convention Center Expansion West of Lamar Only by Resolution 24-2587.

 

On November 13, 2024, the City Council authorized a Construction Manager at Risk Agreement with Trinity Alliance Ventures LLC, a joint venture, to provide pre-construction and construction management services for the KBHCCD Master Plan Component 1 Convention Center Expansion West of Lamar Only and any related demolition associated with this portion of Component 1, by Resolution No. 24-1672.

 

On November 13, 2024, the City Council authorized rejection of the statement of qualifications received for the engineering services contract for "Request for Qualifications CIZ24-TRN-3104 Jefferson Boulevard Viaduct Modification and Realignment Engineering Services"; modification of the request for qualifications into two separate projects; and readvertisement for new statements of qualifications for the modified projects by Resolution No. 24-1673.
