Authorize a construction services contract for storm drainage improvements at two locations (List attached to the Agenda Information Sheet) - SYB Construction Co., Inc., lowest responsible bidder of five - Not to exceed $12,334,608.00 - Financing: Storm Drainage Management Capital Construction Fund ($7,340,393.00), Wastewater Capital Improvement G Fund ($2,353,135.00), Water Capital Improvement G Fund ($2,305,620.00) and 2025 Certificate of Obligation Fund ($335,460.00)

BACKGROUND
This action will authorize a construction services contract with SYB Construction Co., Inc. for storm drainage improvements to address localized flooding and dam seepage issues. The construction project includes storm drainage improvements in the vicinity of Guildhall Road and McCree Road, draining to Audelia Road and Northwest Highway, then to White Rock Creek. The construction work will consist of outfall improvements, removing and replacing existing storm drainage pipes, and capacity improvements to the existing drainage systems. The construction contract also includes dam seepage remediation at Lake Cliff Dam. The dam remediation construction work will address the seepage issues near the toe of Lake Cliff Dam in Oak Cliff Founders Park.
In addition to storm drainage improvements, the contract will include water and wastewater main replacements in the Guildhall Drive and McCree Road vicinity. The water and wastewater main replacements will address substandard water and wastewater mains in the same project areas as the storm drainage improvements. This includes the installation of approximately 11,152 feet of water and wastewater mains ranging in size from 6-inch to 24-inch in diameter. The existing water and wastewater mains were built between 1955 and 1960. These mains are contributing to an increase in maintenance costs, as well as service interruptions. The installation of the proposed segments will improve the capacity of the water and wastewater systems and reduce maintenance costs.
