Authorize a three-year master agreement for the purchase of valves, valve parts, and accessories for the Dallas Water Utilities Department - Mueller Water Products, Inc. dba Echologics LLC, Mueller Co LLC, Henry Pratt Company, LLC in the estimated amount of $1,391,500.00, J&S Valve, Inc. in the estimated amount of $1,030,000.00, LG Space Engineering Corp. in the estimated amount of $557,500.00, and Powerseal Pipeline Products Corporation in the estimated amount of $95,000.00, lowest responsible bidders of five - Total estimated amount of $3,074,000.00 - Financing: Dallas Water Utilities Fund ($3,024,000.00) and Stormwater Drainage Management Fund ($50,000.00)

BACKGROUND
This action does not encumber funds; the purpose of a master agreement is to establish firm pricing for goods, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This master agreement will provide for the purchase of valves, valve parts, and accessories for the Dallas Water Utilities Department (DWU). This agreement will be used to purchase valves that control flow and, where applicable, maintain or reduce pressure throughout the City’s piping systems and maintain the City’s water and wastewater systems in accordance with applicable standards. These valves are also used at water and wastewater facilities to support treatment processes and chemical feed systems.
DWU maintains more than 5,000 miles of water mains in the distribution system and approximately 4,081 miles of sewer lines in the wastewater collection system. The city replaces approximately 200 valves each year due to age and normal wear. An additional 200 valves are repaired annually during routine maintenance.
As part of the solicitation process and in an effort to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 25, 2022, the City Council authorized a three-year master agreement for the purchase of valves, valve parts, and accessories for the Water Utilities Department with Mueller Co. LLC, Municipal Valve & Equipment Company, Inc., and Valve & Equipment Consultants, Inc. by Resolution No. 22-0805.
