Body

BACKGROUND

The National League of Cities (NLC) is a national membership association, serving the interests of 19,000 cities, towns, and villages and their municipal professionals. NLC’s goal is to proactively drive federal policy on behalf of cities and build effective and connected municipal leaders who elevate the quality of life for our nation.

Gay Donnell Willis has served on the Dallas City Councilmember for District 13 since 2021. As the former Chair of the Administrative Affairs Committee, she has worked on various topics that seek to enhance the operations of the city government and organized City Council retreats to bring the City Council together on a strategic path. She is a committee member of the following committees: Housing and Homelessness, Public Safety, Quality of Life, Arts, and Culture, Workforce, Education, and Equity, and the Ad-Hoc Committee on Pensions.

The Finance, Administration and Intergovernmental Relations Committee (FAIR) is responsible for developing policy positions and leading NLC’s advocacy on issues involving intergovernmental relations (including Federalism and unfunded mandates), Census, municipal pensions, municipal bonds and capital finance, tax reform, antitrust issues, civil rights, and labor relations. Most recently, the committee has focused on protecting the interests of cities in federal tax reform efforts, including the tax exemption of municipal bonds, and advocating for local taxing authority on online remote sales transactions.

Securing a leadership position for the 2025 FAIR committee would provide great influence at the national level for both the City Dallas and State of Texas.
