Authorize the (1) application and acceptance of a grant from the U.S. Fish and Wildlife Service (FWS) through the Texas Parks and Wildlife Department (TPWD) for the Dallas Park & Recreation Samuell Farm Archery Project (Grant No. WR-TX W-25101, Federal Award Identification No. F25AF02663, Assistance Listing No. 15.611) in the amount of $225,500.00 (Federal $200,250.00), (City cost share $22,250.00) for the planning and design of an archery range at Samuell (East) Farm located at 100 US-80 for the period August 1, 2025 to June 30, 2028; (2) establishment of appropriations in an amount not to exceed $200,250.00 in the TPWD Samuell Farm Archery Planning Design Grant Fund; (3) receipt and deposit of funds in an amount not to exceed $200,250.00 in the TPWD Samuell Farm Archery Planning Design Grant Fund; (4) cost share in an amount not to exceed $22,250.00 from the Samuell Park Exp. Trust Fund; and (5) execution of the grant agreement with TPWD and all terms, conditions, and documents required by the agreement - Total not to exceed $222,500.00 - Financing: TPWD Samuell Farm Archery Planning Design Grant Fund ($200,250.00) and Samuell Park Exp. Trust Fund ($22,250.00)

BACKGROUND
The Texas Parks and Wildlife Department administers the Target Range Program that is funded in Texas under the approval of the U.S. Fish and Wildlife Service. This federally funded program receives its funding from a portion of the excise taxes generated with the purchase of specific hunting and shooting equipment.
TPWD has selected Park & Recreation Department to be awarded the 2025 TPWD Target Range Planning Grant. The grant is approved for planning activities only for the development of an archery target range facility at Samuell Farm. Planning will include engineering design and environmental compliance documentation for a proposed target range comprised of 12 outdoor archery lanes with overhead cover and a 20-position 3D Archery/Bowhunter Course on a wooded trail as well as restrooms and security fencing. This will expand recreational opportunities for shooting sports participants. The grant allows 100 percent public use of the range.
Samuell Farm is the home of the Outdoor Adventures program for the Park & Recreation Department. The program provides outdoor recreation opportunities to families and individuals of all ages including archery, camping, mountain biking, fishing, overnight camping, and nature photography.
The growth of the program has created a need for infrastructure at Samuell Farm. In the recent master plan, these archery range components were identified as necessary to contribute to the growth and longevity of the program.
Recipients of the Phase 1 planning grant are given preference for the Phase 2 construction grant.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 9, 2025, the Park and Recreation Board approved the application of a grant award from the Texas Parks and Wildlife Department (TPWD) Archery Planning Grant (Grant No. WR-TX W-25101) for the planning and design and of an archery range at Samuell (East) Farm.
On May 7, 2026, the Park and Recreation Board approved the acceptance of a grant award from the Texas Parks and Wildlife Department (TPWD) Archery Planning Grant (Grant No. WR-TX W-25101) in the amount of $222,500.00 for the planning and design and of an archery range at Samuell (East) Farm.
