Authorize a five-year service contract for the purchase of software licenses subscription, hosting services, and technical support for the Department of Housing & Neighborhood Revitalization - Benevate, Inc. dba Neighborly Software, sole source - Not to exceed $495,075.00 - Financing: Community Development Block Grant Fund (subject to annual appropriations)

BACKGROUND
This action does not encumber funds; the purpose of a service contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service contract will provide for the purchase of software licenses subscription, hosting services, and technical support for the Department of Housing & Neighborhood Revitalization (HOU). Benevate, Inc. dba Neighborly Software currently owns the database and data entry system used by the City and it allows for management of everything from application support to long term portfolio management. The software will be used to automate enrollment, qualification, administration, and reporting for all HOU programs. The software will be configured to HOU specific needs, including
• Custom workflows
• Forms
• Document generation requirements
The service contract will also provide for an online portal for beneficiaries to apply for grant funding, view loan information, request loan payoff details, and attest to ongoing program requirements. Contractors will use the portal to bid on construction projects, update their insurance/license information and make draw requests. The Department of Housing & Neighborhood Revitalization inspectors will be able to use the software to complete inspections and writeups using a mobile tablet device. Other benefits include the ability to track multiple funding sources across all revitalization programs.
On November 10, 2015, the City Council authorized a living wage policy that requires contractors to pay their employees a “living wage” rate as established annually by the Massachusetts Institute of Technology Living Wage Calculator for Dallas County by Resolution No. 15-2141. The calculated living wage during the solicitation process of this contract is $18.24; the selected vendor meets this requirement.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 14, 2019, the City Council authorized a five-year subscription contract for software licenses, hosting services and technical support for various Department of Housing and Neighborhood Revitalization programs with Benevate, Inc. dba Neighborly Software through an Intergovernmental Agreement with the City of Waco by Resolution No. 19-1108.
