Authorize Supplemental Agreement No. 2 to exercise the second of two, one-year renewal options with Transition Resource Action Center to the service price agreement for housing and service assistance to homeless young adults ages 18 to 24 for the Office of Homeless Solutions for the period September 1, 2024 through August 31, 2025 - Not to exceed $236,809.00 - Financing: FY 2025 TDHCA-Homeless Housing and Services Program 24-25 Funds (subject to annual appropriations)

BACKGROUND
The City Council initially authorized a one-year service contract, with two one-year renewal options to provide housing and service assistance to homeless young adults (the First Contract) with CitySquare from July 1, 2021 through June 30, 2022 for the Office of Homeless Solutions by Resolution No. 21-1122. The First Contract expired due to the non-renewal of the first one-year renewal option due to delayed funding from the Texas Department of Housing and Community Affairs and therefore the contract expired by its terms. The City Council authorized the provision of services and payment for such services under a new contract for a term of one year, with two one-year renewal options from September 1, 2022 through August 31, 2023 (the Second Contract) pursuant to Resolution No. 22-1793.
On September 13, 2023, the City Council authorized the first of two, one-year renewal options of the Second Contract by Supplemental Agreement No. 1 with CitySquare with a term from September 1, 2023 through August 31, 2024, by Resolution No. 23-1232.
CitySquare has notified the City that it is going out of business and will be unable to continue fulfilling its obligations under the Second Contract. In order to ensure the continued provision of the services covered under the Second Contract, CitySquare has requested the City’s consent to assign the Second Contract to Transition Resource Action Center (TRAC). TRAC has demonstrated the capability and resources necessary to assume and perform the obligations of the Second Contract.
The City has reviewed and considered the request for assignment and found it to be in the best interest of the City and its residents to consent to the assignment of the Second Contract from CitySquare to TRAC.
On June 18, 2024, the City authorized a Consent to Assignment and Assumption of Service Price Agreement, from CitySquare (Assignor) to TRAC (Assignee) by Administrative Action No. 24-5870.
This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as guidance rather than a cap on spending under the agreement, so that actual need combined with the amount budgeted will determine the amount spent under this agreement.
This service price agreement will provide for housing and service assistance to homeless young adults ages 18 to 24. Eligible services may include case management, emergency shelter, street outreach, and transitional living. The recommended firm will provide an initial assessment of each client and provide immediate shelter. Based on the initial assessment the firm will provide education to build on the strengths of the client as well as assist the client in gaining sustainable housing. The firm will also provide treatment as necessary and support the client in gaining social and emotional well-being. Services provided by the recommended firm also include access to laundry, showers, personal hygiene, and clothing.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, the City Council authorized a one-year service contract, with two one-year renewal options, for homeless services targeting young adults twenty-four years of age and younger for the Office of Homeless Solutions with CitySquare (the First Contract) by Resolution No. 21-1122.
On December 14, 2022, the City Council authorized the provision of services and payment for such services for a term of one year with two one-year renewal options from September 1, 2022 through August 31, 2023 (the Second Contract) pursuant to Resolution No. 22-1793.
On September 13, 2023, the City Council authorized the first of two, one-year renewal options of the Second Contract by Supplemental Agreement No. 1 with CitySquare to provide housing and service assistance to homeless young adults with a term from September 1, 2023 through August 31, 2024, by Resolution No. 23-1232.
