BACKGROUND

 

On September 22, 2021, the City Council authorized a professional engineering services contract with Criado & Associates, Inc., for engineering services to design a shared use path along Elam Road between Pemberton Road and North Jim Miller Road and to design pedestrian improvements near the Ignacio Zaragoza Elementary School, in an amount not to exceed $433,735.00, by Resolution No. 21-1540.

 

On May 25, 2022, the City Council authorized the acceptance of a grant from the United States Department of Transportation Federal Highway Administration through the Texas Department of Transportation (TxDOT) for a Transportation Alternatives Set-Aside Program grant (Agreement No. CSJ 0918-47-327, CFDA No. 20.205) in the amount of $325,661.00 as federal share in the total project cost of $342,743.37 (Federal share $325,661.00, Indirect State $14,121.87, and City of Dallas match for Direct State Participation $2,960.50 totaling $342,743.37) for costs related to the reconstruction and widening of the existing sidewalks to install Americans with Disabilities Act ramps, from Gaston Avenue to the northwest, and North Prairie Avenue to the northeast for installation of traffic calming improvements for crosswalks, signs, pedestrian signals and other Safe Routes to School (SRTS) improvements by Resolution No. 22-0798.

 

On December 11, 2024, the City Council authorized a construction services contract for the Zaragoza Elementary Safe Routes to School (SRTS) Pedestrian and Paving Improvements (CSJ 0918-47-327) Project to construct bicycle and pedestrian improvements near Ignacio Zaragoza Elementary School, bounded by Gaston Avenue to the northwest, North Prairie Avenue to the northeast, Main Street/Columbia Avenue to the southeast, and Alcalde Street to the southwest - Palmer Hall Excavation and Utilities, LLC d/b/a Palmer Hall Construction, lowest responsible bidder of three, in the amount of $409,235.00, by Resolution No. 24-1777.

 

The funding amounts listed in Section 3 of Resolution No. 24-1777 need to be corrected to account for distribution in accordance with the Advanced Funding Agreement (AFA) authorized by Resolution 22-0798.  The AFA resolution, Resolution No. 22-0798, is being amended on this same City Council Meeting Date to correct the amount in Sections 2, 3, and 4 of Resolution No. 22-0798 that was authorized for appropriations, receipt and deposit, and disbursement to $296,056.00 instead of $325,661.00.

 

This action will authorize the amendment to Section 3 of Resolution No. 24-1777 to correct the amounts to be disbursed from the Zaragoza Road SRTS Improvements Fund to $296,056.00 instead of $325,661.00 and from the General Fund to $71,392.00 instead of $41,787.00.

The costs associated with this project were originally authorized in previous Council Resolution No. 24-1777.  This item updates the funding sources to correctly reflect the allocation of Federal Funds.  The reduction in the Grant Award amount to the City does not affect this Advanced Funding Agreement and corrects a prior interpretation error.
