Authorize a professional services contract with LPA, Inc. for architectural, design, engineering, bid advertisement, construction administration and warranty support services for renovation and expansion of Preston Royal Branch Library located at 5626 Royal Lane - Not to exceed $1,041,500.00 - Financing: Library Facilities Fund (2006 General Obligation Bond Fund)

BACKGROUND
On May 12, 2010, the City Council authorized acquisition, including the exercise of the right of eminent domain, if such becomes necessary, from The Korean Young NAK Presbyterian Church (P.C.A.) of Dallas, Inc. of approximately 150,702 square feet of land located near the intersection of Forest Lane and Nuestra Drive for the Preston Royal Branch Library Project with 2006 General Obligation Bond Funds by Resolution No. 10-1220. In 2019, the City Council determined that the land was no longer needed for municipal purposes and should be sold.
On April 10, 2019, the City Council rejected a high bid that did not meet the minimum price and directed that the property be re-advertised for sale with options for closing extensions. The land was later sold at public auction, with proceeds first used to reimburse the City for related costs by Resolution No. 19-0506. The remaining balance was transferred to the 2006 Bond Program Proposition 4 (Libraries) for the future renovation of the Preston Royal Branch Library.
On February 14, 2024, the City Council authorized ordering a May 2024 Bond Election to fund a variety of capital improvement projects citywide by Resolution No. 24-0280; Ordinance No. 32491.
On May 15, 2024, the City Council approved and adopted the canvassing committee’s Bond Election, certifying the election results and declaring that a majority of voters supported all bond propositions, as set forth by Resolution No. 24-0695; Ordinance No. 32658.
As part of this election, the voters of Dallas approved Proposition “D,” which provided funding for Library Facilities, including the design and renovation of the Preston Royal Branch Library at 5626 Royal Lane. This combination of prior land sale proceeds and newly authorized bond funding will allow the City to move forward with planned improvements to the facility, enhancing library services and supporting the needs of the surrounding community.
The planned scope of this consultant contract will be for complete renovation and expansion of this 60-year-old facility. The scope of services under this contract will include space programming, schematic design, design development, construction documents, construction contract procurement, evaluation, and negotiation, and construction administration. Services will also include development of specifications for Furniture, Furnishings and Equipment (FF&E) and preparation of multiple separate bid packages for procurement of these specialty vendor contracts.
This facility will be designed to meet CECAP objectives, to maximize carbon emission reduction for ‘net zero’ operation of this facility on an annualized basis, as well as achieve LEED Gold level certification.
LPA, Inc. was selected following a two-step qualifications-based selection process in accordance with the City of Dallas and the State of Texas procurement guidelines.
This action will authorize an architectural services contract with LPA, Inc. to provide architectural design, engineering, bid advertisement, construction administration and warranty support for renovation and expansion of Preston Royal Branch Library located at 5626 Royal Lane.

On May 12, 2010, the City Council authorized acquisition of approximately 150,702 square feet of land located near the intersection of Forest Lane and Nuestra Drive for the Preston Royal Branch Library Project by Resolution No. 10-1220.
On April 10, 2019, the City Council authorized a resolution (1) rejecting the high bid received from Mercy Presbyterian Church of $2,400,000.00 for approximately 150,702 square feet of unwanted and unneeded City-owned land, located near the intersection of Forest and Quincy Lanes, and authorizing its advertisement for sale by public auction; (2) establishing a reserve and a contingency to close for the auctioned surplus property; and (3) authorizing a Purchase and Sale Agreement to be prepared for the auctioned surplus property receiving the highest qualified bid that meets or exceeds the reserve amount by Resolution No. 19-0506.

PROCUREMENT INFORMATION
On April 11, 2025, eight Qualifications Statements were received in response to the Request For Qualifications (CIZ25-BCM-3160) issued on March 19, 2025. Following review of the submitted Qualifications Statements, four candidates were recommended to be issued a Request for Proposal:
• DSGN Associates, Inc.
• GFF Architects, Inc.
• LPA, Inc.
• PGAL
Proposals were received and distributed to the Evaluation Committee on June 13, 2025. Following independent review and evaluation of each submittal, the Evaluation Committee members ranked each Candidate’s scope of services proposal. The cumulative highest ranked proposal was submitted by LPA, Inc.
