Title
Authorize the City Manager to enter into an agreement with an international sports organization to provide for the City of Dallas’ participation in and support of a future major international sporting event initiative, including planning, coordination, public safety, transportation, use of City facilities, and other municipal services as necessary, approved as to form by the City Attorney - Financing: This action has no cost consideration to the City (see Fiscal Information)

BACKGROUND
The City of Dallas has a long history of hosting and supporting major national and international sporting events that generate significant economic activity, enhance tourism, and provide opportunities to showcase Dallas to national and international audiences.
The City has been invited to participate in a future major international sporting event initiative being organized in communities throughout the United States. Participation in the initiative provides an opportunity for Dallas to be included in a nationally coordinated event associated with a major international sporting competition.
As a condition of participation, the City is required to enter into an agreement with the organizing entity establishing the respective roles and responsibilities of the parties. The agreement provides a framework for coordination between the City and the organizing entity and establishes requirements associated with planning and operational support, public safety and security, traffic and transportation management, emergency medical services, sanitation, permitting, use of City facilities, community engagement, communications, and other municipal services necessary to support the initiative.
The agreement also provides for coordination among appropriate City departments, outside governmental agencies, community stakeholders, and the organizing entity in preparation for the event.
Due to the national coordination of the initiative, participating jurisdictions are required to maintain confidentiality regarding their participation and certain event-related information until an official public announcement is made by the organizing entity. Additional information regarding the City’s participation will be made available following the official announcement.
Approval of this item will authorize the City Manager to execute the agreement and allow City departments to begin the planning and coordination necessary to fulfill the City’s obligations.
While approval of this agenda item has no cost consideration to the City, implementation of the agreement and planning for the event are anticipated to result in future costs to support the City’s participation. These costs may include, but are not limited to, public safety and security, transportation and traffic management, use and preparation of City facilities, emergency services, sanitation, permitting, temporary facilities, technology and communications, and other infrastructure or operational improvements necessary to support the event. Specific requirements and associated costs will be identified as planning progresses and will be brought forward for appropriate authorization, as necessary.
The City will also work with the Dallas Sports Commission, Visit Dallas, and other public and private partners to identify fundraising, sponsorship, and other funding opportunities to assist with event-related expenses and offset costs to the City.
