BACKGROUND

 

The City of Dallas Department of Transportation and Public Works (TPW) has over 200 active traffic signal projects involving design and construction as part of the citywide Traffic Signal Program. In order to keep the multiple projects moving forward and on schedule, TPW released procurement CIZ25-TRN-3177 “Traffic Signals Program and Construction Management, Engineering, and Inspection (CMEI) Services” in June of 2025, to assist TPW in the various components of the over 200 active projects.

 

The procurement was a two-step Request for Qualifications (RFQ)/Request for Proposals (RFP) process. This procurement included two categories for CMEI services: (1) Project A (this council action): Program management and Construction Management, Engineering, and Inspection Services (PMG/CMEI) for the delivery of approximately 200 traffic signals currently under design (estimated construction budget is $75M). Project A may be led by a program/project management firm but must include engineering firm(s) as part of the team to perform the CMEI and engineering design support functions; and (2) Project B (still under review and will be brought to council at a later date): Construction Management, Engineering, and Inspection Services (CMEI) services for the Linfield Rd pedestrian bridge over Union Pacific railroad (UPRR) and other pedestrian improvements project located in the City of Dallas (estimated construction budget is $10M). Project B must be led by an engineering firm.

 

The work to be performed by the firm under this contract consists of providing program management and CMEI services for Project A to assist the city with coordinating and organizing the design work and assisting the City in managing its record keeping, construction management, engineering, inspection, operations, and engineering design support services before, during, and at completion of construction improvements.

 

PMG Project Management Group, LLC. was selected by the selection and review committee as the qualified firm to provide CMEI services related to the Traffic Signal Program for the over 200 active signal projects.

 

If approved, this action will authorize a professional services contract with PMG Project Management Group, LLC., to provide CMEI services related to the Traffic Signal Program for the over 200 active signal projects.  This contract will be a 3-year contract with the option to renew for two additional years, subject to City Council approval, to complete CMEI services for the over 200 traffic signal construction projects.
