Title
Authorize (1) Supplemental Agreement No. 5 to the professional services contract with The Kercher Group, Inc. to provide pavement and asset management support for the enhancement of the City’s pavement management system to be used for the City’s annual maintenance plan and future bond programming for street repairs as well as continue the development of alley programming and modeling; and (2) an extension of the contract term until December 2026 - Not to exceed $376,297.86, from $1,673,893.53 to $2,050,191.39 - Financing: General Fund

BACKGROUND
On January 8, 2020, the City Council authorized a contract with The Kercher Group, lnc., to provide Pavement Management Consultant Services including pavement modeling evaluation, evaluation and review of current practices, quality management review of pavement condition data collection, and review of sidewalk and alley management practices, in an amount not to exceed $232,431.58, by Resolution No. 20-0105.
On June 24, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with The Kercher Group, Inc. to develop and provide the configuration and maintenance of the pavement model to be used for the City's annual maintenance plan and future bond programming for street repairs as well as continue the development of sidewalk programming and modeling by Resolution No. 20-0978.
On February 23, 2022, the City Council authorized Supplemental Agreement No. 3 to the professional services contract with The Kercher Group, lnc., approved as to form by the City Attorney, to develop and provide the configuration and maintenance of the pavement model to be used for the City's annual maintenance plan and future bond programming for street repairs as well as continue the development of alley programming and modeling by Resolution No. 22-0373.
On September 27, 2023, the City Council authorized (1) Supplemental Agreement No. 4 to the professional services contract with The Kercher Group, Inc., a Mott MacDonald Company, approved as to form by the City Attorney, to supplement pavement and asset management support of the pavement model to be used for the City’s annual maintenance plan and future bond programming for street repairs as well as continue the development of alley programming and modeling; and (2) the extension of the time period for this contract until August 31, 2025, by Resolution No. 23-1329.
The proposed scope of work details the tasks necessary to define the configuration refinement details for the Agile Assets Pavement Analyst Software. This task includes supplemental Discovery Sessions with the City (and key stakeholders) and the refinement of the previously submitted Engineering Configuration Document.
The breakdown of anticipated configuration review/confirmation component is as follows:
• Research approach to pavement management discovery based on the latest best practices within asset management.
• ASTM E3303 pavement management implementation
• IMP: Analysis and narrative for streets and alleys based on different detailed budget scenarios finalized withing the previous steps.
• State of Good Repair determines the PCI levels that designate whether a section in the pavement management system is in condition A, B, C, D, or E. This will enable the city to begin full state of Good Repair reporting for their assets.
In addition, The Kercher Group, Inc. will provide Pavement Management Ongoing Support (including Alleys); and will provide Supplemental Asset Management Support, as provided by our subconsultant, Floodace, LLC.
The scope of work details continuing support and refinement of the City’s Pavement and Sidewalk Management systems.
This action will authorize (1) Supplemental Agreement No. 5 to the professional services contract with The Kercher Group, Inc. to provide pavement and asset management support for the enhancement of the City’s pavement management system to be used for the City’s annual maintenance plan and future bond programming for street repairs as well as continue the development of alley programming and modeling; and (2) an extension of the contract term until December 2026.
This contract will be extended an additional 488 calendar days to December 31, 2026.

On June 24, 2020, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with The Kercher Group, Inc. to develop and provide the configuration and maintenance of the pavement model to be used for the City's annual maintenance plan and future bond programming for street repairs as well as continue the development of sidewalk programming and modeling by Resolution No. 20-0978.
On February 23, 2022, the City Council authorized Supplemental Agreement No. 3 to the professional services contract with The Kercher Group, lnc. to develop and provide the configuration and maintenance of the pavement model to be used for the City's annual maintenance plan and future bond programming for street repairs as well as continue the development of alley programming and modeling by Resolution No. 22-0373.
On September 27, 2023, the City Council authorized Supplemental Agreement No. 4 to the professional services contract with The Kercher Group, Inc., approved as to form by the City Attorney, to supplement pavement and asset management support of the pavement model to be used for the City’s annual maintenance plan and future bond programming for street repairs as well as continue the development of alley programming and modeling; and the extension of the time period for this contract until August 31, 2025, by Resolution No. 23-1329.
