Authorize the execution of cooperative working agreements through the 2025-2026 Internet Crimes Against Children Grant with various Police Departments, District Attorney Offices, Sheriff Offices, and the Dallas Children's Advocacy Center as requested for the investigation, prosecution, education, and counseling activities related to the Dallas Internet Crimes Against Children Task Force response to Internet related sexual exploitation of children for the period October 1, 2025 through September 30, 2026 - Not to exceed $275,000.00 - Financing: OJJDP FY25 Internet Crimes Against Children Task Force Grant Fund

BACKGROUND
The Dallas Police Department (DPD) has received the 2025-2026 Internet Crimes Against Children (ICAC) Grant for the period October 1, 2025, through September 30, 2026. The grant will provide funding to the following District Attorney’s Offices in the following counties: Dallas, Tarrant, and Collin. The following Sheriff’s Office in the counties of: Collin, Tarrant, Denton, Grayson, Henderson, Smith, and the Police Department in cities of: Abilene, Amarillo, Arlington, Fort Worth, Frisco, Garland, Grand Prairie, Irving, Longview, Lubbock, Mesquite, Wichita Falls, Wylie, and the Dallas Children's Advocacy Center. This funding will support the Federal Dallas Crimes Against Children Task Force to reduce crime related to the internet sexual exploitation of children.
The ICAC Grant allows DPD to support internet crime operations through designated satellite law enforcement agencies that assist the DPD in its efforts to combat internet crimes against children. All of the funds will be utilized by the agencies to fund equipment purchases, training, undercover expenses, and overtime as related to their ICAC efforts.
This grant will also provide funding for the Dallas Children's Advocacy Center to sponsor scholarships for smaller agencies that normally would not be able to send a representative to the 2026 Crimes Against Children Conference to be held in Dallas.

On December 14, 2022, the City Council authorized an application for and acceptance of the 2022-2023 Internet Crimes Against Children Grant (Grant No. 15PJDP-22-GK-04883-MECP, CFDA No. 16.543) for the period October 1, 2022, through September 30, 2023, by Resolution No. 22-1804.
On December 14, 2022, the City Council authorized cooperative working agreements through the 2022-2023 Internet Crimes Against Children Grant with the Dallas County District Attorney's Office, Collin County District Attorney’s Office, Collin County Sheriff's Office, Grayson County Sheriff's Office, Henderson County Sheriff’s Office, Tarrant County District Attorney's Office, Denton County Sheriff’s Office, Tarrant County Sheriff's Office, Abilene Police Department, Amarillo Police Department, Arlington Police Department, Fort Worth Police Department, Frisco Police Department, Grand Prairie Police Department, Garland Police Department, Irving Police Department, Longview Police Department, Lubbock Police Department, Mesquite Police Department, Texarkana Police Department, Wichita Falls Police Department, Wylie Police Department, and the Dallas, Children's Advocacy Center are approved by the execution of cooperative working agreements for the period October 1, 2022 through September 30, 2023, by Resolution No. 22-1803.
On November 8, 2023, the City Council authorized an application for and acceptance of the 2023-2024 Internet Crimes Against Children Grant (Grant No. 15PJDP-22-GK-04883-MECP, Assistance Listing No. 16.543) for the period October 1, 2023, through September 30, 2024, by Resolution No. 23-1582.
On November 8, 2023, the City Council authorized cooperative working agreements through the 2023-2024 Internet Crimes Against Children Grant with the Dallas County District Attorney's Office, Tarrant County District Attorney's Office, Collin County District Attorney's Office. Collin County Sheriff's Office, Tarrant County Sheriff's Office, Denton County Sheriff's Office, Grayson County Sheriff's Office, Henderson County Sheriff's Office, Abilene Police Department, Amarillo Police Department, Arlington Police Department, Fort Worth Police Department, Frisco Police Department, Garland Police Department, Grand Prairie Police Department, Henderson Police Department, lrving Police Department, Lamar Police Department, Longview Police Department, Lubbock Police Department, Mesquite Police Department, Texarkana Police Department, Wichita Falls Police Department, Wylie Police Department, and the Dallas Children's Advocacy Center are approved by the execution of cooperative working agreements for the period October 1, 2023 through September 30, 2024, by Resolution No. 23-1583.
On December 11, 2024, the City Council authorized an application for and acceptance of the 2024-2025 Internet Crimes Against Children Grant (Grant No. 15PJDP-22-GK-04883-MECP, Assistance Listing No. 16.543) for the period October 1, 2024, through September 30, 2025, by Resolution No. 24-1741.
On December 11, 2024, the City Council authorized cooperative working agreements through the 2024-2025 Internet Crimes Against Children Grant with the Dallas County District Attorney’s Office, Tarrant County District Attorney’s Office, and Collin County District Attorney’s Office. Collin County Sheriff’s Office, Tarrant County Sheriff’s Office, Denton County Sheriff’s Office, Grayson County Sheriff’s Office, Henderson County Sheriff’s Office, Allen Police Department Abilene Police Department, Amarillo Police Department, Arlington Police Department, Fort Worth Police Department, Frisco Police Department, Garland Police Department, Grand Prairie Police Department, Irving Police Department, Longview Police Department, Lubbock Police Department, Mesquite Police Department, Wichita Falls Police Department, Wylie Police Department, and the Dallas Children's Advocacy Center are approved by the execution of cooperative working agreements for the period October 1, 2024 through September 30, 2025, by Resolution No. 24-1742.
The Public Safety Committee was briefed by memorandum regarding this matter on February 9, 2026.
