Title
Authorize (1) an agreement with the Texas Department of Transportation (TxDOT) through a 2022 Highway Safety Improvement Program grant from the U.S. Department of Transportation Federal Highway Administration (Agreement No. CSJ 0918-47-445, etc., Assistance Listing No. 20.205) in the amount of $567,113.70 to provide cost reimbursement for material and labor incurred by the City related to the construction of traffic signals at the following intersections: Edgefield Avenue at Illinois Avenue, Louisiana Avenue at Zang Boulevard, Lancaster Road at Overton Road, Overton Road at Sunnyvale Street, West Pentagon Parkway at South Polk Street, Malcolm X Boulevard at Martin Luther King Jr. Boulevard, and retiming of directly impacted signals in the area related to the construction; (2) the establishment of appropriations in the amount of $567,113.70 in the TxDOT FY26 Edgefield HSIP Six Locations Signals Reimbursement Fund; (3) the receipt and deposit of funds in the amount of $567,113.70 in the TxDOT FY26 Edgefield HSIP Six Locations Signals Reimbursement Fund; and (4) execution of the agreement and all terms, conditions, and documents required by the agreement - Total amount of $567,113.70 - Financing: TxDOT FY26 Edgefield HSIP Six Locations Signals Reimbursement Fund

BACKGROUND
The Texas Department of Transportation (TxDOT) is reconstructing traffic signals and associated off-system intersection improvements at the following intersections: Edgefield Avenue at Illinois Avenue (CSJ No. 0918-47-445), Louisiana Avenue at Zang Boulevard (CSJ No. 0918-47-448), Lancaster Road at Overton Road (CSJ No. 0918-47-447), Overton Road at Sunnyvale Street (CSJ No. 0918-47-451), West Pentagon Parkway at South Polk Street (CSJ No. 0918-47-453), Malcom X Boulevard at Martin Luther King Jr. Boulevard (CSJ No. 0918-47-449). The traffic signal improvements at the intersections will include removal of existing traffic signals and replacing them with new traffic signals; pedestrian and Americans with Disabilities Act related improvements; signal retiming of directly impacted signals of the construction; and other related construction.
To remain consistent with other equipment in the citywide system, the City of Dallas will provide a controller, cabinet, radar detection equipment, traffic signs, and battery backup equipment for the project. TxDOT will reimburse the City for material and labor cost.

On January 08, 2025, the City Council authorized an Advance Funding Agreement with TxDOT in the amount of $5,342,996.93 for a U.S. Department of Transportation Federal Highway Administration 2022 Highway Safety Improvement Program grant (Agreement No. CSJ 0048-01-070, etc., Assistance Listing No. 20.205) in the amount of $4,222,200.35 for a U.S. Department of Transportation Federal Highway Administration 2022 Highway Safety Improvement Program grant (Agreement No. CSJ 0918-47-445, etc., Assistance Listing No. 20.205) in the amount of $3,430,226.00 as Federal participation, $171,590.67 as State participation for indirect state costs, and $620,383.68 ($320,383.68 for direct state costs paid to TxDOT and an estimated $300,000.00 for design) plus any cost overruns as local participation to construct traffic signal improvements at the following intersections: Louisiana Avenue at Zang Boulevard (CSJ No. 0918-47-448), Edgefield Avenue at Illinois Avenue (CSJ No. 0918-47-445), Lancaster Road at Overton Road (CSJ No. 0918-47-447), Overton Road at Sunnyvale Street (CSJ No. 0918-47-451), West Pentagon Parkway at South Polk Street (CSJ No. 0918-47-453), and Malcom X Boulevard at Martin Luther King Jr. Boulevard (CSJ No. 0918-47-449), by Resolution No. 25-0125.
