Authorize payment to Dallas County for the City’s share of the additional traffic signal improvements needed for the Harry Hines Multimodal Connection Project in an amount not to exceed $75,000.00 - Not to exceed $75,000.00 - Financing: Street and Transportation (A) Fund (2017 General Obligation Bond Fund)

Body

BACKGROUND

The Harry Hines Multimodal Connection Project will construct a 10-foot wide shared-use path on the east side and a 7-foot-wide sidewalk on the west side of Harry Hines Boulevard. The length of the sidewalk and shared-use path will each be 1.7 miles. There are currently no existing bicycle or pedestrian facilities along Harry Hines Boulevard, making it difficult for pedestrians to safely travel between employment and transit facilities. It will also enhance the crossing treatments by providing concrete curbs, replacing the curb ramps to make them compliant with the Americans with Disabilities Act, and upgrading the traffic islands.

The Harry Hines Multimodal Connection Project is a partnership project between the City of Dallas and Dallas County for the design and construction of transportation improvements on Harry Hines Boulevard from Webb Chapel Extension to Manana Drive. Dallas County is the lead agency to administer the design and construction of this project.

The City of Dallas requested the incorporation of additional traffic signal improvements. Dallas County agreed to incorporate the additional improvement and share the cost equally. The City Council authorized a Project Specific Agreement (PSA) with Dallas County on August 10, 2022.

Dallas County opened bids on August 24, 2023; and the cost of the additional traffic signal improvements, in the lowest responsible bid, was higher than the original engineer’s estimate. Therefore, Dallas County is requesting additional funds for the City's share of costs for the Harry Hines Multimodal Project. This action will authorize payment to Dallas County for the City’s share of additional traffic signal improvements for the Harry Hines Multimodal Connection Project.
