BACKGROUND
This item on behalf of Dallas Water Utilities Department, authorizes the second step of acquisition for condemnation by eminent domain to acquire a water and wastewater easement from Texas Ranch Land of approximately 540 square feet of land located near the intersection of Louisiana and Ramsey Avenues. After several attempts to reach the property owner, all correspondence has been returned undeliverable. Tax records indicate the subject property has been abandoned and property taxes are delinquent.
This easement will be used for the replacement and upsizing of an existing 2-inch diameter water main and 6-inch diameter wastewater main, originally installed around 1910 to 1920. The easement is necessary to complete these improvements to address aged and substandard infrastructure to improve system capacity and integrity.
The consideration for the easement interests is based on an independent appraisal. There are no relocation benefits associated with this acquisition.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 28, 2023, the City Council authorized acquisition of approximately 540 square feet of land for a water and wastewater easement from Texas Ranch Land for the Water and Wastewater Main Replacements Design Contract No. 18-283/284E Project by Resolution No. 23-0887.
