BACKGROUND

 

This program was solicited in 2024, for one-year with two-one year renewal options and awarded to Catholic Charities of Dallas, Inc. The purpose of this service contract is to establish services for a specific term, which are ordered on an as needed basis.

 

On October 1, 2025, the Office of Homeless Solutions (“OHS”), Office of Community Care and Empowerment (“OCCE”), the Department of Housing and Community Development (“DHCD”), and the Office of Equity and Inclusion (“OEI”) were merged into one new office now known as the Office of Housing and Community Empowerment (“OHCE”). OHCE administers all contracts previously managed by OHS, OCCE, DHCD, and OEI.

 

This service contract provides for housing rental subsidies and supportive services for eligible seniors experiencing homelessness residing within the city and aged 55 years and over for the OHCE. Supportive services include but are not limited to rental assistance, utility payments, operating assistance, case management, transportation, nutrition counseling, financial literacy, social engagement, and mental health services. The goal of this program is to reduce the number of homeless seniors within the city by providing housing rental subsidies and supportive services.

 

 

 

 

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On September 22, 2021, the City Council authorized a one-year contract with two one-year renewal options with Catholic Charities of Dallas, Inc. in the amount not to exceed $250,000.00 to provide housing rental subsidies and supportive housing services for seniors (ages 55 and over) by Resolution No. 21-1563.

 

On August 24, 2022, the City Council authorized the first of two, one-year renewal options, to the service contract with Catholic Charities of Dallas, Inc. to extend the term of the contract from October 1, 2022 through September 2023, in an amount not to exceed $250,000.00, by Resolution No. 22-1214.

 

On August 23, 2023, the City Council authorized the second of two, one-year renewal options, to the service contract with Catholic Charities of Dallas, Inc. to extend the term of the contract from October 1, 2023, through September 30, 2024, in an amount not to exceed $250,000.00, by Resolution No. 23-1153.

 

On September 25, 2024, the City Council authorized a one-year contract with two one-year renewal options with Catholic Charities of Dallas, Inc. for the period from October 1, 2024, through September 30, 2025 in the amount not to exceed $250,000.00 to provide housing rental subsidies and supportive housing services for seniors (ages 55 and over) by Resolution No. 24-1409.

 

On September 24, 2025, the City Council authorized the first of two one-year renewal options with Catholic Charities of Dallas, Inc. in the amount not to exceed $250,000.00 and extend the term of the contract from October 1, 2025 through September 2026 to provide housing rental subsidies and supportive housing services for seniors (ages 55 and over) by Resolution No. 25-1525.
