Authorize the City Manager to execute a twenty-month contract with Housing Forward as a sole source, approved as to form by the City Attorney, for outreach services enhancing the efforts of the Real Time Rehousing (RTR) Project formerly Dallas Real Time Rapid Rehousing; the services will provide front line outreach services to persons experiencing homelessness in encampments and aligns with the City of Dallas’ strategy to reduce encampments and unsheltered homelessness through the RTR initiative - Not to exceed $2,354,314.00 - Financing: General Fund (subject to annual appropriations)

BACKGROUND
The expansion of Street Outreach Services enhances the capacity and aligns with the City of Dallas’ strategy to reduce encampments and unsheltered homelessness through the RTR initiative (formerly Dallas Real Time Rapid Rehousing). Street Outreach staff are essential to the encampment decommissioning and re-housing process, and are responsible for delivering the following services, engagement with people experiencing unsheltered homelessness, conducting coordinated access system assessments, service coordination and connection to community-based resources, housing navigation to support people on a pathway to permanent housing, data entry and reporting to monitor performance.
The Continuum of Care Board (CoC), recognized Housing Forward (formerly Metro Dallas Homeless Alliance), a 501(c)3 nonprofit organization, as the lead agency to operate the CoC and support year-round planning activities. As the lead agency designated by the CoC, Housing Forward is also the lead agency for RTR. This project has been in operation since 2021 and has been instrumental in addressing homelessness in the city of Dallas.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 23, 2021, the City Council authorized the acceptance of grant funds from the U.S. Department of Treasury for the Coronavirus Local Fiscal Recovery Fund to provide relief during the ongoing COVID-19 pandemic by Resolution No. 21-1149.

The Dallas Area Partnership to End and Prevent Homelessness was briefed regarding this matter on August 5, 2021.
On August 25, 2021, the City Council authorized to execute an agreement with Housing Forward (formerly Metro Dallas Homeless Alliance), to provide rapid rehousing assistance for individuals and families who are experiencing homelessness by Resolution 21-1400.
The Housing and Homelessness Solutions Committee was on the “Dallas Real-Time Rapid Rehousing Program - Metro Dallas Homeless Alliance Dashboard on on November 9, 2021.
The Housing and Homeless Solutions Committee was updated regarding Real Time Rehousing (formerly Dallas R.E.A.L. Time Rapid Rehousing) on October 24, 2022.
The Housing and Homeless Solutions Committee was updated regarding Real Time Rehousing (formerly Dallas R.E.A.L. Time Rapid Rehousing) on February 27, 2023.
The Housing and Homeless Solutions Committee will be briefed regarding this matter on January X, 2024.
