Body
BACKGROUND
This action does not encumber funds; the purpose of this professional engineering services contract is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis.
This service agreement will provide for the development of design schematics, environmental documents, and detailed design for bicycle lane and/or “shared use path” projects. These services may also include traffic signal design/modifications, lighting, intersection improvements, roadway/trail work, pavement markings, surveying, subsurface utility engineering, geotechnical data collection, traffic control plan improvements, and associated work.
The selected vendor will support City staff with updating, revising, and/or developing design drawings and specifications for bicycle facilities to advance the implementation of priority projects identified in the Dallas Bike Plan - 2023 Update.
In July 2023, the City of Dallas released a Request for Qualifications CIZ23-TRN-3029 for professional engineering services for the development of design schematics, environmental documents, and detailed design for bicycle lanes.
A six-member selection committee consisting of staff from the Department of Transportation, Department of Public Works, Department of Planning and Development, and Small Business Center Department reviewed and evaluated the proposals.
The selection committee interviewed five firms with the intent to award a contract to the two highest ranked firms for as needed bicycle lane engineering services. Evaluation of the consultants by the selection committee was based on demonstrated competence and qualifications under the following criteria:
• Project Coordination and Approach (35%)
• Understanding and Experience -

• Quality Assurance/Quality Control Approach ( 5%)
