Title
Authorize the City Manager to (1) exercise the third of four, one-year renewal options to the facility management services contract with Bridge Steps d/b/a The Bridge, as amended, for facility management and operational services; (2) provide funding for the annual fee during year four of the contract, as amended, in an amount not to exceed $4,519,000.00 sourced from General Fund; and (3) increase the annual fee during year four of the contract, as amended, from $4,519,000.00 to an amount not to exceed $5,916,911.00, with $328,500.00 sourced from General Fund for an increase for pay-to-stay shelter beds, with $300,000.00 sourced from General Fund for an increase for the facility management services contract, and $769,411.00 sourced from the Texas Department of Housing and Community Affairs (“TDHCA”) Grant Fund – Total not to exceed $5,916,911.00 – Financing: General Fund ($5,147,500.00), FY 2026 TDHCA-Homeless Housing and Services Program 25-26 Fund ($676,280.00), and FY 2024 TDHCA-HHSP General Set-Aside Reallocation Fund ($93,131.00) (subject to appropriations)

BACKGROUND
This facility management services contract will provide for the management and all operational responsibility of the City’s homeless shelter located at 1818 Corsicana Street (Homeless Recovery Center). The contract, as amended, will be managed by the Office of Homeless Solutions. The scope of work includes support services programs for clients, which utilize best practices specified by the National Alliance to End Homelessness. This contract is in support of the following key priorities: preventing homelessness, protecting persons experiencing homelessness, promoting affordable housing solutions, and partnering to maximize resources.
As the only low barrier shelter and entry point for all adult males and females experiencing homelessness in the City, this agreement is vital to keeping guests sheltered and safe while also helping them exit homelessness. Bridge Steps d/b/a The Bridge is equipped with the required experience and capabilities to successfully provide these services at the City’s homeless shelter and will assist persons experiencing homelessness with innovative solutions to overcome their housing crisis and provides substantial case management services.
Since opening in 2008, Bridge Steps d/b/a The Bridge has been an integral part of the City’s homeless response system through the provision of day shelter, night shelter, and housing attainment services. Day services include meal service (three meals per day, 365 days per year), peer support services, showers, laundry facilities, storage of client belongings, and case management. Service offerings have evolved over the years. The most recent services include kennel services for pets of overnight shelter guests and the creation of a street outreach team.
Collaborating with the Office of Homeless Solutions, the local Continuum of Care, via its lead agency, Housing Forward (formerly known as Metro Dallas Homeless Alliance, other social service agencies and homeless service providers, is essential to the continued success of the City’s partnership with Bridge Steps d/b/a The Bridge. Currently, the following agencies provide services at the location, Parkland Hospital, MetroCare Services, and the Veteran’s Administration. Other services include a library, barber shop, computer lab, and telephone service for guests and residents.
Effective October 1, 2025, the Office of Community Care and Empowerment, the Office of Homeless Solutions, the Office of Equity and Inclusion, and the Department of Housing and Community Development will merge and become the new Office of Housing and Community Empowerment.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 27, 2022, the City Council authorized a one-year facility management and operational services contract with Bridge Steps d/b/a The Bridge as a low-barrier, housing-focused shelter, in the amount of $4,519,000.00 per year, for a term of one year with four one-year renewal options in a total amount not to exceed $22,595,000.00, by Resolution No. 22-0653.
On September 14, 2022, the City Council authorized execution of a supplemental agreement to the contract with Bridge Steps d/b/a The Bridge, increasing the annual fee of $4,519,000.00 by $831,284.00 to $5,350,284.00 for year one, with the increased amount sourced from the Texas Department of Housing and Community Affairs (TDHCA) Homeless and Housing Services Program 22-23 Fund, for the management, and all operational responsibility of the City’s homeless shelter facility for the Office of Homeless Solutions for a total not to exceed of $831,284.00, by Resolution No. 22-1366.
On January 25, 2023, the City Council authorized execution of a supplemental agreement to the contract with Bridge Steps d/b/a The Bridge, as amended, for management and operational services of the Homeless Assistance Center, increasing the annual fee of $5,350,284.00 by $181,006.00 to $5,531,290.00 for year one, with the increased amount sourced from the FY 21-22 Emergency Solutions Grant Fund, to include rental assistance through the Rapid Rehousing program by Resolution No. 23-0184.
On August 23, 2023, the City Council authorized to (a) exercise the first of four, one-year renewal options to the facility management services contract with Bridge Steps d/b/a The Bridge, as amended, for facility management and all operational services; and (b) increase the annual fee for such services during year two of the term from $4,519,000.00 by $800,683.00 (sourced from Texas Department of Housing and Community Affairs funds) and $350,003.00 (sourced from Emergency Solutions Grant funds) to an annual not to exceed amount of $5,669,686.00, by Resolution No. 23-1152.
On December 13, 2023, the City Council authorized execution of a supplemental agreement to the contract with Bridge Steps d/b/a The Bridge, as amended, for the management and all operational responsibility of the City’s homeless shelter facility, to add additional funds to the contract in the amount of $164,293.00, from $5,669,686.00 to $5,833,979.00, sourced with funds from Texas Department of Housing and Community Affairs Homeless Housing and Services Program FY 2022 Reallocation Fund by Resolution No. 23-1661.
On September 25, 2024, the City Council authorized to (1) exercise the second of four, one-year renewal options of the facility management services contract with Bridge Steps d/b/a The Bridge, as amended, for facility management and all operational services; and (2) provide funding for the annual fee during year three of the contract, as amended, in an amount not to exceed $4,519,000.00 sourced from General Fund; and (3) increase the annual fee for such services during year three of the contract from $4,519,000.00 to an amount not to exceed $5,798,944.00, with $164,250.00 sourced from General Fund for an increase for pay-to-stay shelter beds, $300,000.00 sourced from General Fund for an increase for the facility management services contract, and $815,694.00 sourced from TDHCA Grant Fund by Resolution No. 24-1405.
On August 13, 2025, the City Council authorized acceptance of a grant from the Texas Department of Housing and Community Affairs (“TDHCA”) in an amount of $980,424.00 to provide services to the homeless through the Homeless Housing and Services Program (“HHSP”) by Resolution No. 25-1226.
