Title

BACKGROUND

 

The Bachman Dam and Spillway was built in 1901 and is located adjacent to the Bachman Lake Park northwest of Love Field Airport. The area is a highly utilized park with features such as a hike and bike trail, recreation center, aquatics center and planned improvements including a skate park and future connections to adjacent green belt style recreation areas. A contract was initially awarded by Dallas Water Utilities to address structural and stability recommendations identified as part of a five-year cycle dam inspection. The contract was amended in 2011 to address additional study and design work associated with compliance with the Dam Safety Act and to design the relocation of a wastewater pipeline located in the area and crossing under the Bachman Dam. The design of the dam and spillway improvements was completed as directed at that time to meet only the existing hydraulic flows, but construction was put on-hold until the best future use of the lake could be evaluated. The pipeline relocation work continued, and construction was completed in 2015.

 

In 2016, the City Council authorized a Love Field / Bachman Lake Feasibility Study to investigate alternatives which could reduce flooding issues upstream and on the airport property as well as consider the needs of other departments in and around Bachman Lake. The study yielded three alternatives, and a Task Force made up of City staff and council district appointed representatives evaluated the issues and alternatives and recommended to “Maintain the Lake.” This recommendation was briefed to the Mobility Solutions, Infrastructure and Sustainability Committee on April 8, 2019, who voted to approve the recommendation.

 

 

On March 25, 2020, Supplemental Agreement No. 2 was authorized to update and further develop the hydrology and hydraulics of the Bachman Dam and Spillway prior to completing the final dam rehabilitation and improvements design to meet regulatory required design flood capacity. Supplemental Agreement No. 2 also included engineering services associated with the planning, design, and bidding for the dredging of Bachman Lake.

 

On August 25, 2021, Supplemental Agreement No. 3 was authorized to complete the final design for the rehabilitation of the Bachman Lake Dam, including replacement of the service spillway, replacement of the railroad bridge used for deliveries to the Bachman Water Treatment Plant, and strengthening, widening, and armoring of the earthen embankment to withstand flooding events and comply with Texas Commission on Environmental Quality regulations. The supplement also provided for construction administration associated with the dredging of Bachman Lake.

 

On February 24, 2023, Supplemental Agreement No. 4 was authorized by Administrative Action No. 22-6709 for a 24-month extension to the Bachman Dam and Spillway improvements project for continuing design, bid phase and other services at Bachman Lake. This action will authorize Supplemental Agreement No. 5 to the professional services contract with  Stantec Consulting Services, Inc. dba Stantec for construction phase services associated with the Bachman Dam and Spillway Improvement Project including construction administration, review of submittals and contractor’s work plans and procedures, review of construction changes and modifications of plans and specifications as necessary, attendance and facilitation of construction progress meetings, TCEQ progress reporting and completion notification, public relations and communication services, periodic engineering site visits and specialty construction inspection, and record drawing production.

On June 28, 2006, the City Council authorized a professional services contract with Kellogg Brown & Root Services, Inc. to provide engineering services, analysis, and design of the Bachman Dam and Spillway by Resolution No. 06-1688.

 

On December 14, 2011, the City Council authorized Supplemental Agreement No. 1 to the professional services contract with Kellogg Brown & Root Services, Inc. for additional engineering and design services associated with the Bachman Dam and Spillway project by Resolution No. 11-3291.

 

On March 25, 2020, the City Council authorized Supplemental Agreement No. 2 to the professional services contract with Stantec Consulting Services, Inc. f/k/a Kellogg Brown & Root Services, Inc. for additional engineering services associated with the Bachman Dam and Spillway improvements and the dredging of Bachman Lake by Resolution No. 20-0492.

 

On August 25, 2021, the City Council authorized Supplemental Agreement No. 3 to the professional services contract with Stantec Consulting Services, Inc. dba Stantec for additional engineering services associated with the Bachman Dam and Spillway Improvements and construction administration for the dredging of Bachman Lake by Resolution No. 21-1395.
