BACKGROUND
This service contract will provide for operational management of a gymnastic, cheer and/or tumbling program at the Ridgewood Belcher Recreation Center for the Park & Recreation Department. The Contractor will be tasked with providing quality recreational and competitive level programming for gymnastics to participants of all ages. In addition, this contract will provide an annual estimated revenue of $456,309.15 to the City over an initial three-year period.
A seven-member committee from the following departments reviewed and evaluated the qualifications:
• Budget and Management Services (1)
• Office of Community Care and Empowerment (1)
• Office of Emergency Management and Crisis Response (1)
• Park & Recreation Department (2)
• Office of Procurement Services (2)*
*The Office of Procurement Services evaluated cost, local preference, and the Business Inclusion and Development Plan, if applicable.
The committee selected the successful respondents based on demonstrated competence and qualifications under the following criteria:
• Cost 35 points
• Approach 30 points
• Experience and Qualifications 30 points
• Local Preference 5 points
As part of the solicitation process and to increase competition, the Office of Procurement Services used its procurement system to send out email notifications to vendors registered under relevant commodity codes. To further increase competition, the Office of Procurement Services uses historical solicitation information, the Internet, and vendor contact information obtained from user departments to contact additional vendors.

On August 7, 2025, the Park & Recreation Board approved a three-year service contract, with one two-year renewal option, for operational management of a gymnastic, cheer and/or tumbling program at the Ridgewood Belcher Recreation Center with Kramb Co. dba Ridgewood Gymnastics.
FISCAL INFORMATION
Estimated Net Revenue: General Fund $456,309.15
Note: This revenue does not represent new revenue to the City. Revenue collected and paid to the Park & Recreation Department through this revenue contract represents dollars traditionally billed and collected by Park & Recreation Department employees for the use of Park & Recreation Department equipment.
