BACKGROUND
The Dallas Police Department (DPD) continues to expand its public safety technology capabilities to enhance situational awareness, protect critical infrastructure, and support large-scale special events. As part of these efforts, the City has been awarded grant funding through the U.S. Department of Homeland Security, Federal Emergency Management Agency, administered by the Texas Office of the Governor, Homeland Security Grants Division, for the Counter-Unmanned Aircraft Systems Grant Program.
This action will authorize Supplemental Agreement No. 2 to the cooperative purchasing agreement with Axon Enterprise, Inc. to incorporate counter-unmanned aircraft systems technology, including mobile detection systems and mitigation equipment. These technologies provide real-time drone detection, tracking, identification, and pilot location capabilities through integrated radio frequency, radar, and camera systems. The equipment is designed for rapid deployment to support high-risk events and critical infrastructure protection, including operations associated with the FIFA World Cup 2026 and other major regional events.
The supplemental agreement will enable the acquisition and deployment of Axon Dedrone RapidResponse mobile trailers and associated mitigation technologies, enhancing DPD’s ability to detect and respond to unauthorized or malicious drone activity. The system supports coordinated operations with federal partners and complies with applicable Federal Aviation Administration, Federal Communications Commission, and Department of Homeland Security guidance.
The cooperative purchasing agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271 of the Texas Local Government Code, which authorize local governments to participate in cooperative purchasing programs.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On December 14, 2022, the City Council authorized a ten-year cooperative purchasing agreement for the purchase of licenses providing the use of body-worn, in-car, and interview-room camera systems, electronic control weapons, cloud storage, and associated software and hardware for the Police Department with Axon Enterprise, Inc., through the Sourcewell cooperative agreement by Resolution No. 22-2337.
On October 11, 2023, the City Council authorized a cooperative purchasing agreement with Axon Enterprise, Inc., through Sourcewell Contract No. 010720-AXN by Resolution No. 23-1411.
On December 10, 2025, the City Council authorized Supplemental Agreement No. 1 to the cooperative purchasing agreement with Axon Enterprise, Inc. by Resolution No. 25-1904.
