BACKGROUND

 

This action does not encumber funds; the purpose of a service price agreement is to establish firm pricing for services for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations. The estimated amount is intended as a guide rather than a cap on spending under the agreement, so that actual need combined with budget capacity will determine the amount spent under this agreement. 

 

On April 12, 2023, the City of Dallas entered into a two-year service price agreement with Highway Intelligent Traffic Solutions, LLC for maintenance and repairs to pedestrian and roadway lighting, authorized by Resolution No. 23-0462, which expired on April 12, 2025. The proposed cooperative purchasing service price agreement will allow the City to continue using Highway Intelligent Traffic Services, LLC to supplement current resources to maintain approximately 20,000 pedestrian and roadway lights currently owned by the City, lighting owned by the Texas Department of Transportation (TxDOT) that falls under the City’s responsibility as per existing agreements, as well as any new City-owned lights.

 

The City maintains consolidated agreements with TxDOT for the reimbursement of costs related to the operation, maintenance, and energy consumption of TxDOT-owned lighting within the City of Dallas. On April 13, 2022, the City Council authorized consolidation of all existing agreements with TxDOT for continuous highway lighting systems within the City by Resolution Nos. 22-0549, 22-0550, and 22-0551.

 

 

The interlocal agreement with the State of Texas is authorized by the Texas Government Code Chapter 791, Texas Local Government Code Chapter 271, Subchapter F, Section 271.102 which authorizes a local government to participate in a Cooperative Purchasing Program with another government or a cooperative organization.

On April 12, 2023, the City Council authorized a two-year service price agreement with Highway Intelligent Traffic Solutions, LLC for maintenance and repairs to pedestrian and roadway lighting by Resolution No. 23-0462.
