SUBJECT
Title
Authorize a three-year cooperative purchasing agreement for web-based law enforcement data integration and analysis platform, Peregrine, for the Dallas Police Department with Carahsoft Technology Corp. through the OMNIA EDU (R191902) cooperative agreement - Not to exceed $2,700,000.00 - Financing: 2023 Homeland Security-Urban Area Security Initiative 24-26 Fund ($900,000.00) and General Fund ($1,800,000.00) (subject to annual appropriations)
Body
BACKGROUND
This action does not encumber funds; the purpose of a cooperative purchasing agreement is to establish firm pricing for services, for a specific term, which are ordered on an as needed basis according to annual budgetary appropriations.
This cooperative purchasing agreement will provide for web-based software-as-a-service (SaaS) law enforcement and public safety data integration and analysis software platform, Peregrine. Peregrine provides and operationally proven, commercial off-the-shelf software to enable coordination, information sharing, preparedness, training, and investigative support related to criminal activities within the Dallas Police Department’s (DPD) area of operations. Peregrine is well-suited to support the DPD’s efforts to assist in case investigations and to prevent domestic violent extremism.
Peregrine would allow the Dallas Police Department to generate and disseminate real-time situational awareness to officers, detectives, and partners through a unified map-based common operating picture. This solves the current challenges of having to access multiple siloed applications and databases to piece together information on suspects, incidents, analysis and more. Peregrine is a secure, extensible, and CJIS-compliant platform designed to support their mission requirements around receiving, analyzing, disseminating, and gathering intelligence while protecting privacy and civil liberties. The software provides a “turnkey” solution to empower faster more informed decision-making for the Dallas Fusion Center.
The OMNIA EDU (R191902) cooperative agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271, Texas Local Government Code. Section 271.102 of the Texas Local Government Code which authorizes a local government to participate in a Cooperative Purchasing Program with another local government or a local cooperative organization.
