Authorize Supplemental Agreement No. 1 to the professional services contract with RPS Infrastructure, Inc., to provide additional construction phase services for the Large Valve and Meter Vault Project at fifteen locations (list attached to the Agenda Information Sheet) - Not to exceed $277,973.00, from $1,449,744.00 to $1,727,717.00 - Financing: Water Capital Improvement F Fund

BACKGROUND
The Dallas Water Utilities Department (DWU) owns and operates numerous pieces of operational equipment critical to the distribution and metering of water and collection of wastewater. On September 11, 2019, the City Council authorized a professional services contract with Espey Consultants, Inc. dba RPS Infrastrucuture, Inc. for engineering and architectural services for the design, construction administration, and start-up associated with the Large Valve and Meter Project. A condition assessment of various DWU owned meters and meter vaults was performed to identify and prioritize improvements to extend their service life, reduce operational and maintenance costs, and improve worker safety. Improvements to this infrastructure will help ensure DWU continues to meet production demands, accurately monitors wastewater flows for treatment, and meets environmental regulations mandated by the Texas Commission on Environmental Quality.
Engineering designs and specifications were prepared for the improvement of large valves and meter vaults at 15 locations. On June 25, 2025, a construction services contract for the Large Valve and Meter Vault Project was awarded to John Burns Construction Company of Texas, LLC. The project includes the replacement of large-diameter butterfly and gate valves, rehabilitation or reconstruction of deteriorated meter vault structures, modifications to valve chambers for safe access and fall-protection compliance, improvements to appurtenance, drainage, bypass piping, and site restoration, coordination for shutdowns, maintenance of operations, and impacts to adjacent utilities, and traffic control and permitting for vaults located within public rights-of-way (ROW).
This action authorizes Supplemental Agreement No. 1 to the professional services contract with RPS Infrastrucutre, Inc. to provide additional construction phase services for the Large Valve and Meter Vault Project at fifteen locations. The additional services include project partnering, monthly construction meetings and periodic site visits, additional submittal reviews, coordination with operations and review of contractor tie-in plans, monthly construction schedule and pay application reviews, review of operation and maintenance manuals, start-up support and record drawing services, and project closeout and final inspection services. Completion of the project will improve the water and wastewater system resiliency, reduce emergency repair response, enhance public safety, and maintain accurate wholesale metering.
