BACKGROUND

 

This Supplemental Agreement outlines the provision of adding data migration, application integration, and associated maintenance services for the Computer-Aided Dispatch (CAD) and Records Management System (RMS) approved by City Council on December 10, 2025, by Resolution No. 25-1831. The Dallas Police Department (DPD), Dallas Fire-Rescue, and other City departments, including Information and Technology Services (ITS), are continuously exploring ways to enhance operational efficiency through technology.

 

With the awarded vendor now beginning implementation of the replacement for the current CAD and RMS systems, this additional application integration work will connect the new CAD and RMS systems to other City systems.  In addition to the 15 integrations included in the original contract, this supplemental agreement adds five additional integrations, including connections with DPD’s personnel scheduling application, an automated fire apparatus unit relocation application, and a 911 call recording platform  for DFR and the newly deployed drone as a first-responder interface.  These integrations will facilitate a seamless exchange of data, leading to a more cohesive and efficient public safety experience. Furthermore, the discovery work conducted by the vendor in partnership with the City of Dallas has enabled a comprehensive data migration of existing data from legacy systems to the new CAD and RMS systems, all of which will be achieved through this Supplemental Agreement.

 

 

The Texas Department of Information Resources cooperative purchasing agreement is authorized by Chapter 791 of the Texas Government Code and Subchapter F, Chapter 271,Texas Local Government Code. Section 271.102 of the Texas Local Government Code authorizes a local government to participate in Cooperative Purchasing Program with another local government or a local cooperative organization.

 

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)

 

On December 10, 2025, the City Council authorized a five-year cooperative purchasing agreement with one five-year renewal option for a vendor-hosted Computer Aided Dispatching and Records Management System for the Dallas Police Department, Dallas Fire-Rescue Department, and the Department of Municipal Court and Detention Services with Freeit Data Solutions, Inc. through the Texas Department of Information Resources cooperative agreement by Resolution No. 25-1831.

Cooperative Purchasing Agreement 

Cooperative purchasing agreements enable the City to associate with State agencies, other local governments, or local cooperative organizations comprised of other state and local governments, to leverage market buying power and enable the City to purchase goods or services at lower prices.
