LLC, best value proposer of three; (2) an increase in appropriations not to exceed $1,001,000.00 in the Capital Gifts, Match, Donation & Development Fund; (3) the receipt and deposit of funds in the amount not to exceed $1,001,000.00 in the Capital Gifts, Match, Donation & Development Fund; and (4) the disbursement of funds in an amount not to exceed $1,001,000.00 from the Capital Gifts, Match, Donation & Development Fund - Not to exceed $8,008,297.25 - Financing: Equity Fund ($4,007,297.25); Infrastructure Investment Fund ($3,000,000.00); and Capital Gifts, Match, Donation & Development Fund ($1,001,000.00)

BACKGROUND
On September 18, 2024, the City of Dallas advertised a Request for Competitive Sealed Proposals (RFCSP) for the construction of the Roland G. Parrish Park Improvements Project with bids due October 25, 2024. A pre-proposal conference was held on October 2, 2024, with two potential proposer(s) in attendance.
In response to the advertisement, the Office of Procurement Services received submittals from three firms on October 25, 2024. The bid procurement process complied with the City’s Administrative Directive 4-05: Contracting Policy, Section 10 Procurement Processes.
This action will authorize a construction services contract for the Roland G. Parrish Park Improvements Project located at 3800 East Kiest Blvd to Joel Brown & Co. LLC dba J.B. & Co. LLC, the best value proposer of three, in an amount not to exceed $8,008,297.25.
The scope of work includes the addition of an athletic field with tracks, bleachers and sports lighting, basketball court, a 16’X30’ picnic pavilion, children’s playground, disc golf course, trail system, walks, park accessories such as picnic tables, litter receptacles, Interpretive signs, park benches, and drinking fountain, parking, and streetscape along Cedar Crest Boulevard and Kiest Boulevard including 7’ walkways with pedestrian height lighting.
Proposals based on the RFCSP procurement process are evaluated on pre-set criteria which include qualifications of the prime contractor, subcontractor experience, cost, construction amount and schedule ratings, which are based on mathematical formulas, with the best price and best schedule being given the highest scores. Ratings “0” to “10” are given for each criterion with “10” being the best rating. These ratings are multiplied by the weighting to obtain the score for each criterion.
