BACKGROUND
This action will authorize a construction services contract with Road Solutions, LLC for the reconstruction of traffic signals at two intersections. This contract is for two of the 22 intersections selected as part of the 2023 DART Public Transportation Improvement Program. The DART Public Transportation Improvement Program will provide funding to reconstruct dated traffic signals and improve pedestrian safety at intersections along DART bus routes.
The following signals will be reconstructed with this contract:

Bid specifications were developed and publicly advertised on March 14, 2025, for competitive bids associated with the DART Signals Group 4A Project (CIZ25-TRN-3159). Bids were opened on April 4, 2025.
Road Solutions, LLC has had no contractual activities with the City of Dallas in the past three years.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On June 14, 2023, the City Council authorized an interlocal agreement with DART for the distribution of up to $80,000,000.00 in funding from DART which consists of the City's portion of (i) excess sales tax funds from DART of $72,000,000.00 and (ii) additional RTC funds of approximately $8,000,000.00, all to be used to complete projects eligible for this funding that will benefit DART's Public Transportation System or provide Complementary Transportation Services located in Dallas by Resolution No. 23-0822.
On June 26, 2024, the City Council authorized a professional engineering services contract with WSB, LLC for traffic signal design services for the following four intersections selected as part of the 2023 DART Public Transportation Improvement Program: Brookriver Drive at West Mockingbird Lane; Park Lane at Caruth Plaza; Abrams Road at Flickering Shadow Drive; and Ferguson Road at Millmar Drive by Resolution No. 24-0931.
