Body

BACKGROUND

Dallas Water Utilities (DWU) provides water to approximately 2.6 million residents in the City of Dallas and neighboring communities. DWU operates three (3) potable water treatment plants: Bachman, Elm Fork, and East Side. The combined treatment capacity of these facilities is nearly 900 million gallons per day (MGD). East Side Water Treatment Plant is the largest water treatment plant in the system.

In June 2006, DWU initiated a two-part study to investigate water quality concerns and provide recommendations to improve water quality and stability. The study and requisite testing confirmed that the treated water chemically changes as it moves through the distribution system. The resulting Water Quality Report recommended the implementation of enhanced organic removal at all three water treatment plants including enhanced coagulation and biological filtration. Black & Veatch Corporation was selected based on qualifications to perform engineering and design services at the East Side Water Treatment Plant for the implementation of recommended water quality improvements.

The initial professional services contract was approved by City Council on June 23, 2010 and was anticipated to be supplemented as work progresses to ensure a targeted approach. Projects that have been completed include the Flocculation and Sedimentation Basin Improvements (2014), Biological Filtration Optimization Improvements (2016), and Residuals Handling Improvements Program Phase 1 (2021). Six previous Supplemental Agreements have been executed on this contract with the most recent on June 23, 2021.

This action will authorize Supplemental Agreement No. 7  for engineering services associated with Phase 2 of the Residual Improvements Program at the East Side Water Treatment Plant.

The scope of work includes design and bid services for the Phase 2 construction package, development of a long-term residuals plan, prioritization for future residual handling improvements, and regulatory investigation to determine the permitting feasibility of repurposing the existing lagoons as monofils.

Future efforts will be required to complete the remaining residual handling improvements including construction phase services for the Phase 2 construction package, modification and improvements to the existing lagoons, pumping station improvements, and additional residual dewatering facilities. The ultimate improvements will allow for flexibility in the handling of residual solids and divides the higher quality waste streams for diversion of decant back to the treatment system, reducing raw water use.
