Body

BACKGROUND

Dallas Water Utilities Department (DWU) provides water to approximately 2.6 million customers in the City of Dallas and neighboring communities. DWU operates three potable water treatment plants: East Side Water Treatment Plant, Elm Fork Water Treatment Plant, and Bachman Water Treatment Plant. The combined treatment capacity of these facilities is nearly 900 million gallons per day.

On September 14, 2022, a construction services contract was awarded to Archer Western Construction, LLC for major maintenance and rehabilitation improvements at DWU Water Treatment Plants. The project updates existing equipment and addresses infrastructure needs at the three water treatment plants. At the Bachman Water Treatment Plant improvements include the removal of two existing chemical storage tanks and the installation of two new 5,000-gallon fiberglass storage tanks, repair of the chemical containment area, expansion of emergency eyewash and shower tepid water system, and the replacement of 28 programmable logic controllers. At the East Side Water Treatment Plant improvements include the installation of a new elevated water storage tank, chemical storage area and pump room improvements, replacement of existing lime slurry piping, and other various items. At the Elm Fork Water Treatment Plant improvements include the replacement of primary sedimentation basin clarifier mechanism blades and squeegees, replacement of the emergency ammonia scrubber, and other various items.

On September 25, 2024, an increase in the construction services contract with Archer Western Construction, LLC was authorized for additional work associated with major maintenance and rehabilitation improvements at DWU Water Treatment Plants. The additional work included rehabilitation of two filters by replacing the underdrain system and filter media with granular activated carbon at the Bachman Water Treatment Plant, the installation of Fiberglass Reinforcement Plastic Tanks at the Elm Fork Water Treatment Plant, and the upgrade of polyvinyl chloride pipe to stainless steel pipe for the Lime system along with the replacement of the existing concrete trench covers at the East Side Water Treatment Plant. It also included emergency repairs of existing infrastructure, including the repair of twin 18-inch diameter high-density polyethylene residuals lines and screen walls for the Elm Fork Water Treatment Plant intake structure.

During the final stages of construction, additional work was identified and determined to be required to maintain project continuity and address critical needs. These changes include electrical panel and cable upgrades, instrumentation, control, and metering upgrades, piping modifications, and analyzer installations as well as cost saving credits for unused materials and scope items that were determined to be unnecessary during construction.

This action will authorize an increase in the construction services contract with Archer Western, LLC for costs associated with the additional work resulting from necessary construction modifications and unforeseen field conditions. Approval of the contract increase will ensure continued reliability, safety, and operational efficiency of DWU’s water treatment infrastructure for DWU customers.
